【摘要】：近幾年,我國(guó)自然災(zāi)害頻發(fā),政府在自然災(zāi)害危機(jī)管理中面臨著巨大的挑戰(zhàn)。我國(guó)政府在自然災(zāi)害危機(jī)應(yīng)對(duì)中積累了寶貴經(jīng)驗(yàn),同時(shí)也面臨著新的問(wèn)題。在此背景下,用固有的方式處理日漸復(fù)雜的自然災(zāi)害危機(jī)已無(wú)法滿足目前社會(huì)發(fā)展的需要,因此,自然災(zāi)害危機(jī)管理作為時(shí)代的需要提上了研究的日程。研究和學(xué)習(xí)自然災(zāi)害危機(jī)管理中政府與媒體之間的關(guān)系,既是危機(jī)管理學(xué)科發(fā)展的必然要求,也是時(shí)代對(duì)政府的呼喚。因此,作為危機(jī)管理的核心部分,合理的處理政府和媒體之間的關(guān)系顯得非常重要。在自然災(zāi)害危機(jī)管理的背景下,肯定媒體在危機(jī)應(yīng)對(duì)處置過(guò)程中發(fā)揮的積極作用,從而促進(jìn)政府與媒體之間的良性互動(dòng)具有重大理論和現(xiàn)實(shí)意義。政府與媒體良好互動(dòng)關(guān)系不僅能有效地促進(jìn)社會(huì)安定,也能有助于促進(jìn)經(jīng)濟(jì)發(fā)展。因此,政府和媒體之間的關(guān)系必須實(shí)施理順的策略,政府給予媒體有約束的自由并接受媒體的監(jiān)督,媒體建立良好的信息平臺(tái),履行自身應(yīng)有的社會(huì)責(zé)任,兩者相互促進(jìn)形成良性的互動(dòng)關(guān)系,促進(jìn)自然災(zāi)害危機(jī)的化解。本文首先在自然災(zāi)害危機(jī)管理的背景下研究政府與媒體的關(guān)系,通過(guò)分析國(guó)內(nèi)外政府與媒體在應(yīng)對(duì)和處置自然災(zāi)害危機(jī)時(shí)的互動(dòng)的模式,引出本文需要研究的中心內(nèi)容。通過(guò)案例分析法,展示了本文研究的意義和目的。通過(guò)引入自然災(zāi)害危機(jī)管理的定義和自然災(zāi)害危機(jī)管理中媒體的職能和作用,為后續(xù)文章的研究提供了有利的理論基礎(chǔ)和指導(dǎo)思想。第三部分以國(guó)外政府處置應(yīng)對(duì)自然災(zāi)害為例,比較美國(guó)、日本和德國(guó)在自然災(zāi)害危機(jī)應(yīng)對(duì)和處置中政府和媒體關(guān)系。后續(xù)又通過(guò)汶川地震的應(yīng)對(duì),分析我國(guó)政府和媒體的互動(dòng)關(guān)系,通過(guò)分析,發(fā)現(xiàn)我國(guó)政府與媒體兩者之間存在的問(wèn)題。即媒體自身、政府管理、法律制度及人才欠缺等四個(gè)層面的問(wèn)題,并分析、歸納問(wèn)題存在的原因。最后,本文提出了自然災(zāi)害危機(jī)管理中如何改善我國(guó)政府和媒體之間的關(guān)系,給出具有實(shí)踐意義的建議和對(duì)策。
[Abstract]:In recent years, with the frequent occurrence of natural disasters in China, the government is faced with great challenges in natural disaster crisis management. Our government has accumulated valuable experience in natural disaster crisis response, but also faces new problems. In this context, the natural disaster crisis can not meet the needs of the current social development. Therefore, natural disaster crisis management, as the need of the times, has been put on the research agenda. Studying the relationship between the government and the media in natural disaster crisis management is not only the inevitable requirement of the development of the subject of crisis management, but also the call of the times to the government. Therefore, as the core part of crisis management, it is very important to deal with the relationship between government and media. Under the background of natural disaster crisis management, it is of great theoretical and practical significance to affirm the positive role played by the media in the process of crisis response and disposal, and to promote the benign interaction between the government and the media. Good interaction between government and media can not only promote social stability, but also promote economic development. Therefore, the relationship between the government and the media must be straightened out. The government should give the media the freedom to be restrained and accept the supervision of the media, and the media should establish a good information platform and perform their due social responsibilities. The two promote each other to form a benign interactive relationship and promote the resolution of natural disaster crisis. This paper first studies the relationship between government and media under the background of natural disaster crisis management. Through the analysis of the interaction between domestic and foreign governments and media in dealing with natural disaster crisis, it leads to the central content of this paper. Through case analysis, the significance and purpose of this study are demonstrated. By introducing the definition of natural disaster crisis management and the function and function of media in natural disaster crisis management, this paper provides a favorable theoretical basis and guiding ideology for further research. The third part compares the relationship between the government and the media in the natural disaster crisis response and disposal of the United States, Japan and Germany, taking foreign governments as an example to deal with natural disasters. Through the response of Wenchuan earthquake, this paper analyzes the interaction between the government and the media, and finds out the problems between the government and the media. That is, the media itself, government management, legal system and talent shortage four levels of problems, and analysis, summed up the reasons for the problem. Finally, this paper puts forward how to improve the relationship between the government and the media in the management of natural disaster crisis, and gives some practical suggestions and countermeasures.
