【摘要】：自2005年以來,國(guó)家社會(huì)保障體系將慈善事業(yè)納入的現(xiàn)象,表明國(guó)家對(duì)慈善事業(yè)發(fā)展的立場(chǎng)發(fā)生了巨大的轉(zhuǎn)變,確定了發(fā)展慈善事業(yè)的根本方向。就寧夏慈善發(fā)展的現(xiàn)狀而言,雖然寧夏在慈善事業(yè)的發(fā)展上取得了一定的成就,但因自然、生理和政策等方面的原因,全區(qū)尚有100萬人口生活在貧困線以下,單靠財(cái)政的力量很難使他們擺脫貧困。因此,搭建“黃河善谷”交流平臺(tái),構(gòu)建“一部四園七城八工程”,大力發(fā)展慈善產(chǎn)業(yè),將慈善與產(chǎn)業(yè)相結(jié)合,以圖通過慈善產(chǎn)業(yè)化的方式解決弱勢(shì)群體的生活與就業(yè)問題,提升其生活質(zhì)量,就成為寧夏回族自治區(qū)黨委、政府解決民生問題的必然選擇。2010年底,寧夏提出的“黃河善谷”慈善產(chǎn)業(yè)項(xiàng)目,是一種新型慈善扶貧創(chuàng)新理念。本文結(jié)合了文獻(xiàn)分析法、案例比較分析法、實(shí)證調(diào)查與訪談法等研究方法,以慈善興業(yè)理論為指導(dǎo),總結(jié)了寧夏“黃河善谷”慈善產(chǎn)業(yè)的發(fā)展現(xiàn)狀和存在的問題,并對(duì)問題產(chǎn)生的原因做了詳細(xì)的分析,同時(shí)也對(duì)國(guó)內(nèi)外慈善產(chǎn)業(yè)化發(fā)展的成功案例進(jìn)行對(duì)比舉例,從中得到啟示,提出符合寧夏區(qū)情的可行性對(duì)策與建議,力圖突破慈善事業(yè)在微觀特色理論研究方面的不足,為政府制定相關(guān)政策提供參考意見。
[Abstract]:Since 2005, the phenomenon that the national social security system has brought charity into account indicates that the position of the state on the development of charity has changed greatly, and the fundamental direction of the development of charity has been determined. As far as the present situation of the development of charity in Ningxia is concerned, although Ningxia has made certain achievements in the development of charity, due to natural, physiological and policy reasons, there are still 1 million people living below the poverty line in the whole region. Fiscal power alone will hardly lift them out of poverty. Therefore, to set up the "Yellow River good Valley" exchange platform, to build a "four gardens, seven cities, eight projects", to vigorously develop the charity industry, to combine charity with industry, in order to solve the life and employment problems of vulnerable groups through the way of philanthropic industrialization. To improve its quality of life is an inevitable choice for the party committee and the government of Ningxia Hui Autonomous region to solve the livelihood problems. At the end of 2010, Ningxia put forward the "Yellow River Valley" charity industry project, which is a new concept of charity poverty alleviation and innovation. This paper combines the methods of literature analysis, case comparison analysis, empirical investigation and interview, and summarizes the present situation and existing problems of charity industry in the "Yellow River Valley" in Ningxia under the guidance of philanthropy theory. The causes of the problems are analyzed in detail. At the same time, the successful cases of the development of philanthropic industrialization at home and abroad are compared with examples, from which the enlightenment is obtained, and the feasible countermeasures and suggestions in line with the situation in Ningxia region are put forward. Attempts to break through the charity in the microscopic characteristic theory research insufficiency, provides the reference for the government to formulate the related policy.
