【摘要】：黨政機(jī)關(guān)國內(nèi)公務(wù)接待工作是展示政府形象的重要平臺和窗口,是服務(wù)黨政中心工作的重要載體,是增進(jìn)各地友誼、促進(jìn)合作的重要橋梁,對于促進(jìn)地區(qū)經(jīng)濟(jì)社會發(fā)展,有效進(jìn)行各項信息交流和正常的黨政機(jī)關(guān)運(yùn)轉(zhuǎn)都有著積極的作用。隨著改革的不斷深入和發(fā)展,公務(wù)接待備受社會各界關(guān)注。但縱觀目前公務(wù)接待現(xiàn)狀,隨意的接待程序,寬松的接待標(biāo)準(zhǔn),奢侈的公款消費(fèi)等現(xiàn)象依然存在,公務(wù)接待領(lǐng)域內(nèi)費(fèi)用透支、鋪張浪費(fèi)、隱性腐敗現(xiàn)象時有發(fā)生,社會公眾對公務(wù)接待滿意度較低,嚴(yán)重影響了社會公平正義和政府自身形象。黨的十八大以來,黨和政府對公務(wù)接待等“三公”問題更加關(guān)注,從中央到地方都下決心進(jìn)行公務(wù)接待改革,走出公務(wù)接待困境。隨著政務(wù)公開步伐的加快,法制政府建設(shè)的加快,公務(wù)接待改革面臨著前所未有的良好發(fā)展機(jī)遇。如何讓公務(wù)接待法制化、社會化、公開化,是所有公務(wù)接待工作者需要共同努力的目標(biāo)。本文以銅陵市為例,從中央“八項規(guī)定”執(zhí)行以來的新時期銅陵市黨政機(jī)關(guān)國內(nèi)公務(wù)接待現(xiàn)狀著手,通過對存在問題及原因的深入分析,以筆者自身的工作經(jīng)驗(yàn)為實(shí)際,借鑒國內(nèi)外專家學(xué)者對公務(wù)接待改革的研究成果,努力探索提出推進(jìn)銅陵市國內(nèi)黨政機(jī)關(guān)公務(wù)接待改革的對策研究,進(jìn)一步厲行勤儉節(jié)約、反對鋪張浪費(fèi),進(jìn)一步提高行政效率,降低行政成本。
[Abstract]:The official reception work of the party and government organs in China is an important platform and window for displaying the image of the government, an important carrier for the work of the party and government center, an important bridge for promoting friendship and cooperation in various places, and an important bridge for promoting regional economic and social development. Effective exchange of information and normal functioning of the party and government organs have a positive role. With the deepening and development of the reform, public reception has been concerned by all walks of life. But looking at the current situation of official reception, random reception procedures, loose reception standards, luxury consumption of public funds and other phenomena still exist, the official reception field overdraft, extravagant waste, hidden corruption phenomenon has occurred from time to time. Public satisfaction with official reception is low, which seriously affects social fairness and justice and the image of government itself. Since the 18th National Congress of the Party, the party and the government have paid more attention to the "three official" issues such as official reception, and both the central and local governments have made up their minds to carry out the reform of official reception and get out of the predicament of official reception. With the quickening of government affairs openness and the construction of legal government, the reform of official reception is facing an unprecedented opportunity for good development. How to make official reception legalized, socialized and open is the goal that all official reception workers need to make joint efforts. This paper takes Tongling City as an example, starting from the present situation of the official reception of the Party and government organs in Tongling City in the new period since the implementation of the "eight regulations" of the Central Committee, through the in-depth analysis of the existing problems and causes, and taking the author's own work experience as the reality. Drawing on the research achievements of domestic and foreign experts and scholars on the reform of official reception, this paper tries to explore and study the countermeasures to promote the reform of official reception of the party and government organs in Tongling City, and to further apply diligence and thrift and oppose extravagance and waste. Further improve administrative efficiency, reduce administrative costs.
