【摘要】：作為社會(huì)保障的一道安全網(wǎng),社會(huì)救助對(duì)生活陷入困境弱勢群體的生存權(quán)提供基本的保障。隨著我國社會(huì)、經(jīng)濟(jì)、文化等多方面的轉(zhuǎn)型,傳統(tǒng)的救助模式已經(jīng)不能適應(yīng)和解決貧富差距等生產(chǎn)關(guān)系矛盾。改變?cè)械木戎砟睢⑻剿鳂?gòu)建包容性增長視角下的救助制度是我國社會(huì)發(fā)展進(jìn)程中的當(dāng)務(wù)之急。基于此,論文選擇重慶市社會(huì)救助體系建設(shè)為主題,探討包容性增長視角下重慶市社會(huì)救助體系優(yōu)化問題。論文在結(jié)構(gòu)上共分為六部分。一部分緒論分析了研究背景和意義,對(duì)研究現(xiàn)狀進(jìn)行梳理,給出研究思路,并對(duì)篇章內(nèi)容進(jìn)行布局。第二部分相關(guān)理論概述。從理論上梳理了社會(huì)救助的概念、分類、特征和功能,并總結(jié)了社會(huì)貧困理論、基本權(quán)利理論。提煉了包容性增長的內(nèi)涵,接著分析了包容性增長的現(xiàn)實(shí)內(nèi)容。第三部分重慶社會(huì)救助體系現(xiàn)狀及問題分析。系統(tǒng)分析重慶市直轄后社會(huì)救助政策的發(fā)展歷程,接著圍繞總體框架、基本生活救助、專項(xiàng)救助、臨時(shí)救助等方面對(duì)重慶市現(xiàn)行社會(huì)救助體系進(jìn)行分析。重點(diǎn)分析了包容性增長背景下重慶社會(huì)救助體系存在的問題。第四部分國內(nèi)外包容性社會(huì)救助體系建設(shè)經(jīng)驗(yàn)借鑒。介紹了國內(nèi)上海市和浙江省構(gòu)建包容性增長社會(huì)體系的發(fā)展與特點(diǎn),并以日本、美國、英國為代表的發(fā)達(dá)國家的社會(huì)救助實(shí)踐進(jìn)行梳理,通過歸納比較,得到國內(nèi)外社會(huì)救助實(shí)踐所帶來的啟示。第五部分包容性增長視角下重慶市社會(huì)救助體系優(yōu)化研究。首先在主體結(jié)構(gòu)上,構(gòu)建多力量參與的包容性社會(huì)救助主體結(jié)構(gòu),比如要履行好政府在社會(huì)救助上的引導(dǎo)責(zé)任,鼓勵(lì)社會(huì)力量積極參與到包容性社會(huì)救助中去等。圍繞救助內(nèi)容提升包容性社會(huì)救助水平方面,要全面推進(jìn)包容性醫(yī)療救助體系相建設(shè),加強(qiáng)弱勢群體能力建設(shè)以促進(jìn)就業(yè),健全對(duì)貧困學(xué)生教育的社會(huì)救助,加速推進(jìn)城鄉(xiāng)一體的社會(huì)救助運(yùn)行機(jī)制。第六部分總結(jié)全文。
[Abstract]:As a safety net of social security, social assistance provides a basic guarantee for the survival rights of vulnerable groups. With the transformation of our society, economy, culture and so on, the traditional relief mode has been unable to adapt and solve the contradiction of production relations such as the gap between the rich and the poor. It is urgent to change the original concept of aid and to explore and construct the aid system from the perspective of inclusive growth. Based on this, this paper chooses the construction of Chongqing's social assistance system as the theme, and discusses the optimization of Chongqing's social assistance system from the perspective of inclusive growth. The thesis is divided into six parts in structure. The introduction analyzes the background and significance of the research, combs the current situation of the research, gives the research ideas, and gives the layout of the content of the text. The second part is an overview of relevant theories. The concept, classification, features and functions of social assistance are analyzed theoretically, and the theory of social poverty and the theory of basic rights are summarized. The connotation of inclusive growth is refined, and then the realistic content of inclusive growth is analyzed. The third part analyzes the current situation and problems of Chongqing's social assistance system. This paper systematically analyzes the development course of the social assistance policy after Chongqing is under its direct jurisdiction, and then analyzes the current social assistance system in Chongqing around the overall framework, basic life assistance, special relief, temporary assistance and so on. The problems of Chongqing social assistance system in the context of inclusive growth are analyzed. The fourth part of the inclusive social assistance system at home and abroad experience. This paper introduces the development and characteristics of the construction of inclusive growth social system in Shanghai and Zhejiang Province, and sorts out the social assistance practices of developed countries, such as Japan, the United States and the United Kingdom, and summarizes and compares the social assistance practices of developed countries, such as Japan, the United States and Britain. Get the enlightenment brought by the practice of social assistance at home and abroad. The fifth part studies the optimization of Chongqing's social assistance system from the perspective of inclusive growth. Firstly, in the subject structure, we should construct the multi-force inclusive social assistance subject structure, for example, to fulfill the government's guiding responsibility in social assistance and encourage the social forces to participate in the inclusive social assistance actively, and so on. With regard to improving the level of inclusive social assistance, we should comprehensively promote the construction of inclusive medical assistance system, strengthen the capacity-building of vulnerable groups to promote employment, and improve social assistance for poor students' education. Speed up the promotion of urban and rural integration of social assistance operation mechanism. The sixth part summarizes the full text.
