【摘要】：近年來城市的污染企業(yè)、淘汰設(shè)備、生活垃圾、工業(yè)垃圾等不斷擴(kuò)展轉(zhuǎn)移至城市周邊農(nóng)村,從而導(dǎo)致了農(nóng)村生態(tài)環(huán)境與生活環(huán)境的污染。對此,政府作為決策者應(yīng)該負(fù)有不可推卸的責(zé)任。但長期以來這個問題并未為得到重視,也未在政府的綜合決策中反映出來并得到有效控制,甚至有時的“政府失靈”造成問題更加惡化。因此,如何進(jìn)一步明確政府責(zé)任,強(qiáng)化政府意識,提升政府行為的有效性,進(jìn)而控制污染轉(zhuǎn)移在鄉(xiāng)鎮(zhèn)中蔓延就成為現(xiàn)在我們應(yīng)該關(guān)注和明確的問題。為了從根本上解決問題,明確政府環(huán)境責(zé)任,本文從政府責(zé)任的角度對城鄉(xiāng)環(huán)境污染轉(zhuǎn)移問題進(jìn)行分析和研究。首先文章闡明了城鄉(xiāng)環(huán)境污染轉(zhuǎn)移的相關(guān)概念、特點(diǎn)、危害以及相關(guān)理論基礎(chǔ)；其次,在此基礎(chǔ)上進(jìn)一步說明了我國城鄉(xiāng)環(huán)境污染轉(zhuǎn)移的現(xiàn)狀,讓人們了解到污染轉(zhuǎn)移問題的嚴(yán)重性；再次,全面深入的從政府責(zé)任的角度分析了我國城鄉(xiāng)環(huán)境污染轉(zhuǎn)移的原因,此目的是為了了解由于政府的無作為或是缺失導(dǎo)致問題更加嚴(yán)重；最后,針對歐盟控制環(huán)境污染轉(zhuǎn)移的實踐以及對我國的啟示,提出了政府治理城鄉(xiāng)環(huán)境污染轉(zhuǎn)移的對策以及實現(xiàn)路徑。最終目的是通過政府的綜合決策遏制污染轉(zhuǎn)移在我國農(nóng)村地區(qū)的蔓延。
[Abstract]:In recent years, pollution enterprises in cities, eliminating equipment, domestic refuse, industrial waste, etc., have been extended to the surrounding rural areas of cities, resulting in the pollution of rural ecological environment and living environment. In this regard, the government as a decision-maker should bear the unshirkable responsibility. However, for a long time, this problem has not been paid attention to, nor reflected and effectively controlled in the comprehensive decision of the government, and even sometimes "government failure" has made the problem worse. Therefore, how to further clarify the responsibility of government, strengthen government consciousness, enhance the effectiveness of government behavior, and then control the spread of pollution transfer in villages and towns has become a problem we should pay attention to and clear. In order to solve the problem and clarify the environmental responsibility of the government, this paper analyzes and studies the transfer of urban and rural environmental pollution from the angle of government responsibility. First of all, the paper clarifies the related concepts, characteristics, hazards and related theoretical basis of the transfer of urban and rural environmental pollution. Secondly, on this basis, it further explains the current situation of urban and rural environmental pollution transfer in China, so that people understand the seriousness of the problem of pollution transfer; Thirdly, from the perspective of government responsibility, the paper analyzes the reasons of environmental pollution transfer between urban and rural areas in China, in order to understand that the problem is more serious due to the lack or absence of government. Finally, in view of the EU's practice of controlling the transfer of environmental pollution and its enlightenment to our country, this paper puts forward the countermeasures and the way to realize the government's control of the transfer of urban and rural environmental pollution. The ultimate goal is to curb the spread of pollution transfer in rural areas through the government's comprehensive decision.
