【摘要】：隨著我國城市化進(jìn)程的加快,公民權(quán)利意識及環(huán)保意識的興起,鄰避沖突事件頻發(fā),影響社會的可持續(xù)發(fā)展。鄰避沖突難治理原因是多方面的,要化解鄰避困境,必須引入?yún)⑴c式治理,構(gòu)建參與式治理體系,需要確保主體網(wǎng)絡(luò)協(xié)商參與機(jī)制程序化、完善社會的信息共享機(jī)制、建立信任激勵模式及利益補(bǔ)償機(jī)制,并培育公眾參與式文化。本文梳理了鄰避沖突事件的特點(diǎn),引入?yún)⑴c式治理的理論,尋求整體性解決鄰避沖突的的思考路徑,為政府化解鄰避困境提供參考與借鑒。
[Abstract]:With the acceleration of urbanization and the rise of awareness of civil rights and environmental protection, conflicts between neighboring countries occur frequently, which affects the sustainable development of society. There are many reasons why it is difficult to avoid conflict. In order to resolve the difficulties, we must introduce participatory governance, construct a participatory governance system, and ensure the procedural mechanism of consultation and participation in the main body network, and improve the information sharing mechanism of the society. To establish a trust incentive model and benefit compensation mechanism, and to foster a public participation culture. This paper combs the characteristics of conflict avoidance events, introduces the theory of participatory governance, and seeks the thinking path to solve the conflict comprehensively, which provides the reference for the government to resolve the adjoining and avoiding difficulties.
