微信中的中國(guó)地方政府及其日常運(yùn)作——社交媒體技術(shù)的組織復(fù)制與塑造

【摘要】:本文以微信在我國(guó)地方政府日常工作中的運(yùn)用為切入點(diǎn),探討了成員個(gè)體層面的技術(shù)采納行為對(duì)組織結(jié)構(gòu)和過(guò)程的影響,分析了社交媒體技術(shù)和政府組織之間的相互構(gòu)建關(guān)系。對(duì)Z市政府各機(jī)關(guān)公務(wù)員的微信使用數(shù)據(jù)調(diào)查分析顯示:存在"機(jī)構(gòu)復(fù)制"導(dǎo)向和"工作項(xiàng)目"導(dǎo)向兩種微信建群模式。"機(jī)構(gòu)復(fù)制"微信群提升了公務(wù)員的部門認(rèn)同,有助于情感資訊分享,并衍生出更復(fù)雜多樣的非正式群體。"工作項(xiàng)目"微信群提升了跨部門層級(jí)的行動(dòng)協(xié)調(diào),降低了工作任務(wù)的不確定性,有助于上級(jí)對(duì)下級(jí)的激勵(lì)和監(jiān)督,成為權(quán)責(zé)再分配的有效機(jī)制。微信是政府日常高頻使用的外源性輔助技術(shù),形成了公務(wù)員一定的工作負(fù)荷。微信在我國(guó)地方政府日常工作中的建群模式及其后果,體現(xiàn)了政府結(jié)構(gòu)的技術(shù)剛性和微信技術(shù)的結(jié)構(gòu)剛性之間的互構(gòu)效應(yīng)。
[Abstract]:Based on the application of WeChat in the daily work of local government in China, this paper discusses the influence of the technology adoption behavior on the organizational structure and process at the individual level, and analyzes the relationship between social media technology and government organizations. The investigation and analysis of the WeChat usage data of the civil servants in various organs of Z municipal government show that there are two types of WeChat group building mode: "organizational replication" and "work item" orientation. " Institutional replication: "WeChat Group promotes the Civil Service's departmental identity, facilitates the sharing of emotional information, and generates more complex and diverse informal groups." The work item "WeChat Group" promotes the coordination of actions across departments, reduces the uncertainty of work tasks, helps to motivate and supervise subordinates, and becomes an effective mechanism for redistribution of powers and responsibilities. WeChat is the government's daily high-frequency auxiliary technology, forming a certain workload for civil servants. WeChat's construction mode and its consequences in the daily work of local governments in China reflect the mutual construction effect between the technological rigidity of government structure and the structural rigidity of WeChat technology.
