廣州南沙新區(qū)老年群體休閑行為及政府作用研究

【摘要】：進(jìn)入二十一世紀(jì)以來,隨著社會經(jīng)濟的發(fā)展和人們生活方式的改變,社會人口結(jié)構(gòu)和逐步趨向老齡化,不僅給社會帶來的新的壓力,而且也產(chǎn)生了很多的社會問題,其中很重要的就是老年群體的休閑問題。休閑是社會發(fā)展的必然要求,是人們生活中不可分割的一部分,休閑對于老年生活的具有重要的意義,因此老年群體的休閑問題己成為社會發(fā)展亟需解決的問題。公共產(chǎn)品具有成本高、規(guī)模大、周期長和收益低的特點,這使得政府成為主要的公共產(chǎn)品供給主體。一方面政府具有強制性和動員大量社會資源的能力,另一方面政府介入休閑服務(wù)供給,不僅可以保障大眾尤其是老年群體的休閑權(quán)益不受損害,而且可以彌補市場在休閑供給的失靈問題。因此,政府必須高度重視老年群體休閑行為,尤其是要在休閑供給中發(fā)揮重要作用。有鑒于此,本文通過實地調(diào)查并運用定性和定量方法,分析廣州市南沙區(qū)老年人的休閑行為及休閑供給狀況,在此基礎(chǔ)上對存在的問題進(jìn)行分析,探討政府發(fā)揮的作用,尤其對政府供給休閑服務(wù)、解決休閑服務(wù)供給不足、如何增加優(yōu)質(zhì)休閑服務(wù)等方面進(jìn)行總結(jié)和提煉。本論文共分為五部分,第一部分是論文的導(dǎo)論部分,主要闡述論文的選題背景、研究意義及思路,并對國內(nèi)外相關(guān)研究進(jìn)行綜述。第二部分在對相關(guān)理論進(jìn)行梳理、并對相關(guān)概念進(jìn)行界定的基礎(chǔ)上,分析休閑的必要性并作老年休閑行為發(fā)展概述,建立休閑供給與需求的模型；第三部分通過對老年休閑行為及滿意度調(diào)查研究,加以圖表和數(shù)據(jù)統(tǒng)計,找出南沙區(qū)老年休閑的多種影響因素；第四部分從南沙區(qū)老年群體休閑種類入手,詳細(xì)說明了政府在促進(jìn)老年休閑中的作用和存在的問題原因；第五部分通過對影響因素和供給主體的角色分析,提出南沙區(qū)政府在促進(jìn)老年群體休閑行為的對策。
[Abstract]:Since the 21 century, with the development of social economy and the change of people's way of life, the social population structure and the gradual trend of aging have not only brought new pressure to the society, but also produced a lot of social problems. One of the most important is the leisure of the elderly. Leisure is an inevitable requirement of social development and an inseparable part of people's life. Leisure is of great significance to the elderly, so the leisure problem of the elderly has become a problem that needs to be solved in the social development. Public goods have the characteristics of high cost, large scale, long period and low income, which makes the government become the main supply of public goods. On the one hand, the government has the ability to force and mobilize a large number of social resources; on the other hand, the government's intervention in the provision of leisure services can not only protect the leisure rights and interests of the public, especially the elderly, from being harmed. And can make up for the failure of the market in the supply of leisure. Therefore, the government must attach great importance to the leisure behavior of the elderly, especially to play an important role in leisure supply. In view of this, this paper analyzes the leisure behavior and leisure supply of the elderly in Nansha District of Guangzhou City by means of field investigation and qualitative and quantitative methods. On this basis, it analyzes the existing problems and probes into the role of the government. In particular, the government provides leisure services, solves the shortage of leisure services, how to increase the quality of leisure services and so on. This paper is divided into five parts, the first part is the introduction of the paper, mainly describes the background of the topic, research significance and ideas, and domestic and foreign related studies are summarized. The second part analyzes the necessity of leisure and summarizes the development of leisure behavior for the elderly on the basis of combing the relevant theories and defining the related concepts and establishes the model of leisure supply and demand. In the third part, through the investigation and research on the leisure behavior and satisfaction degree of the elderly, the author makes charts and statistics to find out the influencing factors of the leisure for the elderly in Nansha area. The fourth part starts with the types of leisure for the elderly in Nansha District, and explains in detail the role of the government in promoting leisure for the elderly and the reasons for the existing problems. In the fifth part, by analyzing the influence factors and the role of supply main body, the author puts forward the countermeasures of the government in Nansha district to promote the leisure behavior of the elderly group.
