【摘要】：一個國家政權的基礎是基層政府,而基層政府運作的核心在于基層政務誠信。隨著我國社會主義和諧社會的深入發(fā)展,對基層政府的政務誠信的關注度越來越高。社會誠信體系的一個關鍵構成部分就是政府政務誠信,也是推動社會其它相關誠信體系建設的重中之重。但是,因為市場經濟和部分政府不良工作作風的影響,國內基層政府的誠信度逐漸降低,在社會管理、行政執(zhí)法、公共服務以及改善民生等諸多領域存在顯著問題,對基層政府的政務誠信產生嚴重的影響。本文研究基層政府政務誠信主要是指區(qū)一級或低于區(qū)縣的基層政府。論文以闡述基層政府政務誠信建設的理論為開端,通過了解國內外基層政府政務誠信建設的歷程,闡明加強基層政府政務誠信建設的重要性和緊迫性,在具體研究基層政府政務誠信建設的基礎上提出問題,找出解決的對策。本文第一部分,通過梳理基層政府政務誠信研究的背景,得出基層政府政務誠信的涵義、評價標準。運用哲學、政治經濟學等相關理論,對基層政府政務誠信建設的理論進行進一步的概括。本文第二部分,重點研究基層政府政務誠信建設的問題及成因,側重于A區(qū)基層政府政務誠信建設研究,總結得出基層政府政務誠信建設存在行政角色錯位、行政行為缺失、行政責任出現偏差等問題;存在這些問題的主要原因,由于傳統(tǒng)文化的負面影響、誠信缺失懲治不夠、傳統(tǒng)文化的負面影響等。本文第三部分,重點闡述了基層政府政務誠信建設的必要性,即鞏固黨的執(zhí)政地位的必然選擇、構建社會主義和諧社會的題中之義、保證社會主義市場經濟持續(xù)良性運轉的必然要求。本文第四部分,針對基層政府政務誠信建設中存在的問題,提出了八條加強基層政府政務誠信建設的措施,即轉變觀念,樹立政務誠信理念、明確政府職責,轉變政府職能、建設責任-服務型政府、建設法制-高效政府、建設透明政府、建設和諧政府、加強公務員隊伍誠信建設、完善制度法規(guī),加強誠信制度建設。結語再次強調了加強基層政府政務誠信建設的重要意義。作為基層政府,只有將政府和群眾的關系加以有效處理,全面落實“以人為本”的宗旨,力爭獲得群眾的支持、信任、尊重,才可以不斷提升基層政府的誠信度,實現構建社會主義和諧社會的偉大目標。
[Abstract]:The foundation of a state power is grass-roots government, and the core of grass-roots government operation lies in grass-roots government integrity. With the development of socialist harmonious society in China, the attention to the government integrity of grass-roots government is becoming more and more high. One of the key components of social integrity system is the integrity of government affairs, which is also the most important part in promoting the construction of other related social credit systems. However, due to the influence of the market economy and the bad work style of some governments, the honesty of the domestic grass-roots governments has gradually decreased. There are significant problems in many fields, such as social management, administrative law enforcement, public services and improving the people's livelihood. It has a serious impact on the integrity of government affairs at the grassroots level. In this paper, the basic government integrity is mainly refers to the district level or lower than the county grass-roots government. At the beginning of this paper, the author explains the importance and urgency of strengthening the honesty construction of grass-roots government through understanding the course of the construction of honesty and credit of grass-roots government at home and abroad, at the beginning of explaining the theory of the construction of honesty and credit of government at the grass-roots level. On the basis of the concrete research on the construction of honesty and credit of grass-roots government, this paper puts forward the problems and finds out the countermeasures to solve them. The first part of this paper, through combing the background of grass-roots government integrity research, comes to the meaning and evaluation standard of grass-roots government integrity. By using philosophy, political economy and other relevant theories, this paper generalizes the theory of honesty construction of grass-roots government affairs. In the second part of this paper, we focus on the problems and causes of the government honesty construction at the grass-roots level, and focus on the research on the honesty construction of the grass-roots government in area A, summing up the conclusion that there are administrative roles misplaced and administrative behavior missing in the construction of the government integrity at the grass-roots level. The administrative responsibility appears deviation and so on; The main reasons for these problems are the negative influence of traditional culture, the lack of honesty and credit, the negative influence of traditional culture, etc. In the third part of this paper, the author focuses on the necessity of the construction of honesty and credit in government affairs at the grass-roots level, that is, the inevitable choice of consolidating the ruling position of the Party, and the meaning of constructing a harmonious socialist society. Guarantee socialist market economy continues benign operation the inevitable requirement. In the fourth part of this paper, in view of the problems existing in the construction of the honesty and credit of the grass-roots government, eight measures to strengthen the construction of the honesty and credit of the government at the grass-roots level are put forward. To build a service-oriented government, to build a legal-efficient government, to build a transparent government, to build a harmonious government, to strengthen the construction of civil servants' integrity, to perfect the system and regulations, and to strengthen the construction of a credible system. The conclusion emphasizes the importance of strengthening the honesty and credit construction of government affairs at the grass-roots level. As a grass-roots government, only by effectively handling the relationship between the government and the masses, fully implementing the tenet of "people-oriented" and striving to win the support, trust and respect of the masses, can the credibility of grass-roots governments be continuously enhanced. To achieve the great goal of building a harmonious socialist society.
