論我國公務(wù)員職業(yè)形象的塑造

【摘要】:公務(wù)員是國家機(jī)關(guān)的工作人員,也是社會(huì)大眾了解政府的窗口。公務(wù)員的職業(yè)形象是政府形象的縮影,良好的公務(wù)員職業(yè)形象不僅可以促使政府工作效率的提高,更可以增強(qiáng)政府公信力,維護(hù)社會(huì)穩(wěn)定和國家的長治久安。然而近年來頻發(fā)的公務(wù)員貪污腐化案件使人們對(duì)公務(wù)員職業(yè)形象的認(rèn)可跌入谷底。當(dāng)前,我國正在積極建設(shè)服務(wù)型政府,其以民為本的服務(wù)理念對(duì)公務(wù)員職業(yè)形象的塑造提出了更高的要求。本文分析研究了公務(wù)員的職業(yè)形象及其職業(yè)形象塑造問題,探討了提升公務(wù)員職業(yè)形象的可行路徑,期望對(duì)優(yōu)化公務(wù)員職業(yè)形象是一種有益的探索。本文在闡述選題的緣由、意義,國內(nèi)外研究現(xiàn)狀和研究方法的基礎(chǔ)上,對(duì)公務(wù)員職業(yè)形象塑造的相關(guān)概念進(jìn)行了界定,論述了公務(wù)員職業(yè)形象塑造的理論基礎(chǔ),比如CIS理論、組織形象理論以及服務(wù)型政府理論。繼而從職業(yè)理念、職業(yè)行為和外在形象三個(gè)方面總結(jié)了我國公務(wù)員職業(yè)形象的應(yīng)然狀態(tài)。通過分析公務(wù)員職業(yè)形象調(diào)查和職業(yè)道德調(diào)查的結(jié)果,剖析公務(wù)員職業(yè)形象的典型案例,揭示了當(dāng)前我國公務(wù)員職業(yè)形象的實(shí)然狀態(tài)。在應(yīng)然狀態(tài)和實(shí)然狀態(tài)的對(duì)比基礎(chǔ)上,提出了我國公務(wù)員職業(yè)形象危機(jī)五大風(fēng)險(xiǎn)領(lǐng)域。進(jìn)而在汲取歐美和亞洲公務(wù)員職業(yè)形象建設(shè)成功經(jīng)驗(yàn)的基礎(chǔ)上,分析了本國的國情和現(xiàn)實(shí)情況,從培育公務(wù)員的職業(yè)理念、模塑公務(wù)員的職業(yè)行為和提升公務(wù)員的外在形象三個(gè)方面入手提出了我國公務(wù)員職業(yè)形象塑造的可行路徑:首先,在培育職業(yè)理念方面,應(yīng)當(dāng)依托培訓(xùn)和反饋機(jī)制,生成公務(wù)員形象意識(shí);立足法律約束和廉政教育,提升公務(wù)員職業(yè)道德;倡導(dǎo)先進(jìn)行政文化,重塑公務(wù)員職業(yè)精神。其次,在模塑公務(wù)員的職業(yè)行為方面,應(yīng)當(dāng)完善公務(wù)員工作準(zhǔn)則,規(guī)范公務(wù)員職業(yè)行為;建立健全監(jiān)督體系,防范公務(wù)員失職瀆職行為;完善公務(wù)員責(zé)任追究機(jī)制,引導(dǎo)良好職業(yè)行為。最后,在提升公務(wù)員外在形象方面,應(yīng)當(dāng)注重公務(wù)員儀容著裝,打造美觀自然的外部形象;規(guī)范公務(wù)員言行舉止,展現(xiàn)公務(wù)員良好精神風(fēng)貌。
[Abstract]:The civil servant is the staff member of the state organ, also is the window which the public understands the government. The professional image of civil servants is the epitome of the government image. A good professional image of civil servants can not only improve the efficiency of government work, but also enhance the credibility of the government, maintain social stability and long-term stability of the country. However, the frequent corruption cases of civil servants in recent years have brought the recognition of the professional image of civil servants to the bottom. At present, our country is actively building a service-oriented government, and its people-oriented service concept puts forward higher requirements for the shaping of the professional image of civil servants. This paper analyzes and studies the professional image of civil servants and the shaping of their professional image, and probes into the feasible ways to improve the professional image of civil servants, which is expected to be a useful exploration to optimize the professional image of civil servants. On the basis of explaining the reason, significance, current research situation and research methods of the topic, this paper defines the related concepts of the shaping of the professional image of civil servants, and discusses the theoretical basis of the shaping of the professional image of civil servants, such as the theory of CIS. Organization image theory and service-oriented government theory. Then it sums up the status quo of the professional image of civil servants in China from three aspects: professional concept, professional behavior and external image. By analyzing the results of the investigation on the professional image of civil servants and the professional ethics survey, this paper analyzes the typical cases of the professional image of civil servants, and reveals the actual state of the professional image of civil servants in our country at present. On the basis of the contrast between the ought state and the real state, the paper puts forward five risk areas for the crisis of the professional image of civil servants in our country. On the basis of the successful experience in the construction of the professional image of civil servants in Europe, America and Asia, this paper analyzes the national conditions and the actual situation of their own countries, and from the perspective of cultivating the professional concept of civil servants, Three aspects of moulding the professional behavior of civil servants and improving the external image of civil servants are put forward. The feasible ways of shaping the professional image of civil servants in our country are as follows: firstly, in cultivating professional concepts, we should rely on training and feedback mechanism. Forming the public servant image consciousness; Based on legal constraints and clean government education, to promote civil servants' professional ethics, to advocate advanced administrative culture, and to reshape the professional spirit of civil servants. Secondly, in moulding the professional behavior of civil servants, we should perfect the working standards of civil servants, standardize the professional behaviors of civil servants, establish and perfect the supervision system, prevent the malfeasance of civil servants from dereliction of duty. Improve the accountability mechanism of civil servants and guide good professional behavior. Finally, in improving the external image of civil servants, we should pay attention to the appearance and dress of civil servants, create beautiful and natural external image, standardize civil servants' behavior and behavior, and show the good spirit of civil servants.
