【摘要】：事實(shí)與價(jià)值是公共政策評(píng)估的基本維度,如同公共政策評(píng)估的一體兩面,缺一不可。研究以事實(shí)要素和價(jià)值要素的關(guān)系演變作為分析視角,探討了公共政策評(píng)估的歷史演進(jìn)與發(fā)展態(tài)勢(shì)。研究發(fā)現(xiàn),在經(jīng)歷了"事實(shí)—價(jià)值兩分"到"價(jià)值回歸"再到"事實(shí)與價(jià)值的統(tǒng)合",公共政策評(píng)估步入了多元主義時(shí)期,多元理性模式的耦合成為公共政策評(píng)估發(fā)展的潮流。以這種思想為指導(dǎo),政策的評(píng)估方法從原來專注于政策結(jié)果的客觀描述逐漸過渡到事實(shí)描述與價(jià)值判斷并舉,并且越來越追求結(jié)果合理性的判斷。但是現(xiàn)階段公共政策評(píng)估還存在桎梏,評(píng)估要素的結(jié)構(gòu)性安排以及價(jià)值評(píng)估的短板會(huì)限制公共政策評(píng)估的進(jìn)一步發(fā)展。
[Abstract]:Fact and value are the basic dimensions of public policy evaluation. This paper discusses the historical evolution and development trend of public policy evaluation from the perspective of the evolution of the relationship between factual elements and value elements. The study found that after experiencing "fact-value two points" to "value return" to "fact and value integration", the public policy evaluation stepped into the pluralistic period, and the coupling of multiple rational models became the trend of the development of public policy evaluation. Under the guidance of this idea, the evaluation method of policy is gradually transferred from the objective description focusing on the policy result to the fact description and value judgment, and the judgment of the rationality of the result is being pursued more and more. However, there are still some shackles in the evaluation of public policy at present. The structural arrangement of the evaluation elements and the shortness of the evaluation of value will limit the further development of the evaluation of public policy.
