【摘要】：經(jīng)過(guò)30余年的改革開(kāi)放,我國(guó)社會(huì)生活各領(lǐng)域都發(fā)生了深刻變化,社會(huì)管理必須與時(shí)俱進(jìn),不斷創(chuàng)新。酒泉市地處祖國(guó)大西北,社會(huì)管理上主要承襲傳統(tǒng)的管理模式。在新的形勢(shì)下,能否根據(jù)國(guó)家戰(zhàn)略目標(biāo)和酒泉市具體市情進(jìn)行管理創(chuàng)新,關(guān)涉酒泉市的發(fā)展走向和歷史命運(yùn)。當(dāng)前,我國(guó)社會(huì)管理的實(shí)踐對(duì)管理創(chuàng)新提出了迫切的客觀需求,國(guó)內(nèi)外管理創(chuàng)新理論為實(shí)施管理創(chuàng)新奠定了理論基礎(chǔ),區(qū)域性管理創(chuàng)新的探索積累了寶貴經(jīng)驗(yàn),社會(huì)管理創(chuàng)新已經(jīng)出現(xiàn)了新的歷史契機(jī)。酒泉市社會(huì)管理綜合治理委員會(huì)的成立,既是城市管理的組織創(chuàng)新,也標(biāo)志著酒泉市社會(huì)管理創(chuàng)新的開(kāi)端。在近年的試點(diǎn)探索中,形成了極富酒泉特色的和諧肅州模式、智慧敦煌模式和瓜州西湖模式,推動(dòng)了經(jīng)濟(jì)健康發(fā)展和社會(huì)持續(xù)穩(wěn)定,帶動(dòng)了區(qū)域文化的整體繁榮。同時(shí),酒泉市社會(huì)管理創(chuàng)新上也存在城鄉(xiāng)社會(huì)管理發(fā)展不平衡、公眾社會(huì)管理參與不積極、公共部門服務(wù)職能不到位等問(wèn)題,主要原因在于創(chuàng)新理念相對(duì)滯后,創(chuàng)新體制不夠健全,創(chuàng)新機(jī)制不夠完善。因此,加強(qiáng)酒泉市社會(huì)管理創(chuàng)新,必須從更新理念、搭建平臺(tái)、健全機(jī)制等方面入手。論文運(yùn)用文獻(xiàn)研究法,通過(guò)查閱圖書(shū)、期刊、檔案等多種途徑,全面收集和整理相關(guān)信息;運(yùn)用社會(huì)調(diào)查法,對(duì)試點(diǎn)地區(qū)以實(shí)地調(diào)查的方式對(duì)其進(jìn)行研究,以獲得詳實(shí)的第一手資料;運(yùn)用經(jīng)驗(yàn)分析、比較分析和因果分析等多種方法,總結(jié)酒泉市社會(huì)管理創(chuàng)新試點(diǎn)工作的實(shí)踐經(jīng)驗(yàn),總結(jié)并借鑒國(guó)內(nèi)外社會(huì)管理創(chuàng)新的先進(jìn)經(jīng)驗(yàn),探討加強(qiáng)社會(huì)管理創(chuàng)新的對(duì)策。
[Abstract]:After more than 30 years of reform and opening up, profound changes have taken place in all fields of social life in China. Social management must keep pace with the times and innovate constantly. Jiuquan City is located in the northwest of the motherland, social management is mainly inherited from the traditional management model. Under the new situation, whether to carry on the management innovation according to the national strategic goal and the specific market situation of Jiuquan is related to the development trend and historical fate of Jiuquan city. At present, the practice of social management in our country has put forward an urgent and objective demand for management innovation. The theory of management innovation at home and abroad has laid a theoretical foundation for the implementation of management innovation, and the exploration of regional management innovation has accumulated valuable experience. Social management innovation has emerged a new historical opportunity. The establishment of Jiuquan Social Management Comprehensive Management Committee is not only the organizational innovation of urban management, but also marks the beginning of Jiuquan's social management innovation. In recent years, the pilot exploration has formed a harmonious Suzhou model with rich characteristics of Jiuquan, a wise Dunhuang model and a Guazhou West Lake model, which have promoted the healthy development of economy and social stability, and brought about the overall prosperity of regional culture. At the same time, there are some problems in the innovation of social management in Jiuquan, such as the unbalanced development of urban and rural social management, the lack of active participation of public social management, the lack of public sector service functions, and so on. The main reason is that the concept of innovation is relatively lagging behind. The innovation system is not perfect enough, and the innovation mechanism is not perfect enough. Therefore, to strengthen the social management innovation in Jiuquan City, we must start with renewing the idea, building the platform and perfecting the mechanism. Through consulting books, periodicals, archives and other ways, the paper collects and arranges the relevant information in an all-round way by using the method of literature research. Using the method of social investigation, to study the pilot area by the way of field investigation, in order to obtain detailed first-hand information; By means of empirical analysis, comparative analysis and causality analysis, this paper summarizes the practical experience of the pilot work of social management innovation in Jiuquan City, sums up and draws lessons from the advanced experience of social management innovation at home and abroad, and probes into the countermeasures to strengthen the social management innovation.
