【摘要】：新一輪行政審批制度改革面臨新難題,由中央或地方政府主導(dǎo)的改革,缺少實(shí)現(xiàn)不同主體溝通協(xié)作的推進(jìn)機(jī)制。本文從政府內(nèi)部知識(shí)與來自市場(chǎng)和社會(huì)的外部知識(shí)出發(fā),為建構(gòu)自上而下與自下而上相統(tǒng)一的上下聯(lián)動(dòng)機(jī)制推進(jìn)改革提供新的分析視角。結(jié)合當(dāng)前行政審批制度改革實(shí)際,綜合運(yùn)用各方知識(shí)并推動(dòng)知識(shí)在組織間上下流動(dòng),形成信息的多層次整合和交互利用,促進(jìn)政府、市場(chǎng)與社會(huì)多元互動(dòng)。
[Abstract]:The new round of administrative examination and approval system reform is faced with new problems, the central or local government led the reform, the lack of communication and cooperation between different subjects to promote the mechanism. Starting from the internal knowledge of the government and the external knowledge from the market and society, this paper provides a new analytical perspective for the construction of the top-down and bottom-up linkage mechanism to promote the reform. Combined with the actual reform of the current administrative examination and approval system, comprehensive use of the knowledge of all parties and promote the flow of knowledge between organizations, forming a multi-level integration and interactive use of information, to promote the government, market and social interaction.
