【摘要】：社會治理強調(diào)治理主體多元化、治理方式傾向協(xié)商合作,治理有別于統(tǒng)治,治理是一個“過程”。在中國特色社會主義理論中,社會治理是國家治理體系中的重要組成,是從長期社會建設范疇中逐步發(fā)展出來的新型概念。因為中國社會主義政治體制,需要在“中國共產(chǎn)黨領導下”這一大前提下考察社會治理演變過程,其實質(zhì)是考察中國共產(chǎn)黨社會治理的不同歷史階段,尤其是當代中國社會轉(zhuǎn)型時期的社會治理變遷,從這些考察分析中描摹當代中國社會轉(zhuǎn)型時期執(zhí)政黨社會治理的創(chuàng)新趨勢和方向。本文發(fā)現(xiàn)中國共產(chǎn)黨社會治理從一元化管理走向多元化治理、從全能型管理走向多方參與治理的未來趨勢。同時,中國共產(chǎn)黨在不同歷史時期和不同的歷史條件下,有著不同的社會治理使命。在當今和未來一個階段內(nèi),社會治理被納入國家治理體系中,成為其重要組成部分。所以,在國家治理框架內(nèi)考察社會治理,更需要對執(zhí)政黨社會治理的內(nèi)容和方向進行準確把握。
[Abstract]:Social governance emphasizes the diversification of governance subjects, governance tends to negotiate and cooperate, governance is different from rule, governance is a "process". In the theory of socialism with Chinese characteristics, social governance is an important component of the national governance system and a new concept gradually developed from the long-term social construction. Because China's socialist political system needs to examine the evolution of social governance under the premise of "the Communist Party of China under the leadership of the Communist Party of China," its essence is to examine the different historical stages of the social governance of the Communist Party of China. Especially, the changes of social governance in the period of social transformation in contemporary China describe the innovation trend and direction of the ruling party's social governance in the period of social transformation from these investigation and analysis. This paper finds the future trend of social governance of the Communist Party of China from unitary management to pluralistic governance and from all-purpose management to multi-participation governance. At the same time, the CPC has different social governance missions in different historical periods and different historical conditions. At present and in the future, social governance is incorporated into the national governance system and becomes an important part of it. Therefore, it is necessary to accurately grasp the content and direction of the ruling party's social governance.
