【摘要】：近年來(lái),我國(guó)城市人口及城市機(jī)動(dòng)車快速增長(zhǎng),城市道路交通壓力日益增大,城市道路突發(fā)事件也隨之成為影響城市居民生活乃至生命財(cái)產(chǎn)安全的重大隱患,同時(shí)也成為城市建設(shè)和發(fā)展的重要瓶頸。城市道路突發(fā)事件具有涉及面廣、綜合性強(qiáng)、處置難度大等特點(diǎn),尤其是在龐大的城市體系中遇到道路突發(fā)事件,如果處理不當(dāng),就會(huì)對(duì)群眾生產(chǎn)生活、社會(huì)和諧穩(wěn)定乃至人民財(cái)產(chǎn)和人身安全構(gòu)成極大威脅。如何為復(fù)雜多變的城市道路交通提供一個(gè)有序、暢通、高效的交通環(huán)境和交通秩序來(lái)保障城市生產(chǎn)、居民生活及其生命財(cái)產(chǎn)安全。為此,天津市交通管理部門雖然制定了應(yīng)對(duì)交通突發(fā)事件的一系列措施,但由于突發(fā)事件的復(fù)雜性和多變性等特點(diǎn),在處理和應(yīng)對(duì)過(guò)程中尚存在反應(yīng)滯后、效率低下等諸多問(wèn)題。本研究在借鑒前人研究成果的基礎(chǔ)上,根據(jù)工作實(shí)踐總結(jié)和實(shí)地調(diào)研,在針對(duì)天津市城市道路突發(fā)事件問(wèn)題分析的基礎(chǔ)上,以天津市城市道路突發(fā)事件應(yīng)急管理體系作為研究對(duì)象,重點(diǎn)研究天津城市道路突發(fā)事件應(yīng)急管理體系存在的問(wèn)題及完善途徑。本研究主要采用:文獻(xiàn)研究法、實(shí)地調(diào)研法、系統(tǒng)分析法、邏輯分析法,分析當(dāng)前天津市城市道路突發(fā)事件的特點(diǎn)及誘因,了解城市道路突發(fā)事件應(yīng)對(duì)過(guò)程中存在的問(wèn)題和值得改進(jìn)的地方,探索并完善應(yīng)對(duì)城市道路突發(fā)事件的處理機(jī)制,構(gòu)建快速、有效的城市道路突發(fā)事件應(yīng)急管理體系,為天津市交通管理部門實(shí)施應(yīng)對(duì)道路交通突發(fā)事件提供決策依據(jù)。
[Abstract]:In recent years, with the rapid growth of urban population and motor vehicles in China, the urban road traffic pressure is increasing day by day, and urban road emergencies have become a major hidden danger affecting the life and property safety of urban residents. At the same time, it has also become an important bottleneck of urban construction and development. Urban road emergencies are characterized by wide coverage, strong comprehensiveness and difficulty in dealing with them, especially when they are encountered in a huge urban system. If they are not handled properly, they will produce and live for the masses. Social harmony and stability and even the people's property and personal security pose a great threat. How to provide an orderly, smooth and efficient traffic environment and traffic order for the complex and changeable urban road traffic to ensure the safety of urban production, residents' life and property. For this reason, although Tianjin traffic management department has formulated a series of measures to deal with traffic emergencies, due to the complexity and variability of emergencies, there is still a lag in the process of handling and responding. Inefficiency and many other problems. On the basis of the previous research results, based on the summary of work practice and field investigation, this study is based on the analysis of urban road emergencies in Tianjin. Taking the emergency management system of urban road emergencies in Tianjin as the research object, this paper focuses on the problems existing in the emergency management system of urban road emergencies in Tianjin and the ways to improve it. This research mainly adopts: the literature research method, the field investigation method, the system analysis method, the logic analysis method, analyzes the present Tianjin city road emergency characteristic and the inducement, To understand the problems existing in the course of urban road emergency response and the areas worthy of improvement, to explore and improve the handling mechanism of urban road emergencies, and to build a rapid and effective emergency management system for urban road emergencies. It provides the decision basis for Tianjin traffic management department to deal with road traffic emergencies.
