異責(zé)與共治:大城市政府職責(zé)縱向解構(gòu)研究

【摘要】：在我國(guó)現(xiàn)有的城市政府管理體制下,大城市縱向間政府關(guān)系中存在的主要問題就是"職責(zé)同構(gòu)"的運(yùn)行模式,即市政府、區(qū)政府、街道辦事處之間事權(quán)不明、職責(zé)不專,并由此導(dǎo)致一系列弊端。一是極易導(dǎo)致大城市政府職能、職責(zé)縱向配置上的"錯(cuò)位""越位""缺位";二是極易造成"條條"鉗制"塊塊",致使區(qū)政府和街道辦事處的積極性難以發(fā)揮;三是極易導(dǎo)致上級(jí)政府所屬部門與下級(jí)政府之間"爭(zhēng)利讓責(zé)",致使下級(jí)政府和基層的利益受損。要破解當(dāng)代中國(guó)大城市縱向間政府關(guān)系中存在的問題,關(guān)鍵在于解構(gòu)政府職責(zé)縱向配置上的"職責(zé)同構(gòu)",在城市治理中實(shí)現(xiàn)市政府、區(qū)政府以及街道辦事處之間的"異責(zé)"與"共治"。
[Abstract]:Under the existing urban government management system in China, the main problem in the vertical government relationship of big cities is the operation mode of "responsibility isomorphism", that is, the power between municipal government, district government and subdistrict office is not clear, and the responsibility is not special. And this leads to a series of drawbacks. One is that it is easy to lead to the function of the government in big cities, and the "dislocation", "offside" and "vacancy" in the vertical arrangement of duties, the second is that it is easy to cause "strip" clamp "block", which makes the enthusiasm of the district government and the district office difficult to bring into play; Third, it is easy to lead to the superior government departments and lower governments to "fight for profits and responsibilities", resulting in lower government and the interests of grass-roots damage. In order to solve the problems existing in the vertical government relations among the big cities in China, the key lies in deconstructing the "responsibility isomorphism" in the vertical allocation of government responsibilities, so as to realize the municipal government in urban governance. District government and sub-district offices between the "different responsibilities" and "co-governance."
