【摘要】：經(jīng)濟(jì)社會(huì)的高速發(fā)展,并沒有給人們帶來安全感,反而使人們不僅要面對(duì)自然災(zāi)害和事故的威脅,還要應(yīng)對(duì)因社會(huì)矛盾引發(fā)的各種沖突。國內(nèi)外日益嚴(yán)重的安全問題迫使國家必須提高應(yīng)急能力,讓人們可以安全的享受經(jīng)濟(jì)高速發(fā)展的成果。應(yīng)急產(chǎn)業(yè)作為應(yīng)對(duì)危機(jī)的重要保障應(yīng)運(yùn)而生,國家也開始逐漸重視應(yīng)急產(chǎn)業(yè)的發(fā)展,制定一系列政策促進(jìn)發(fā)展。通過對(duì)國內(nèi)外應(yīng)急產(chǎn)業(yè)政策相關(guān)文獻(xiàn)的分析可知,發(fā)達(dá)國家較早的開展應(yīng)急產(chǎn)業(yè)政策實(shí)踐,并根據(jù)本國政治經(jīng)濟(jì)文化特點(diǎn),采用不同的政策手段促進(jìn)產(chǎn)業(yè)發(fā)展,提高國家應(yīng)急能力。我國的應(yīng)急產(chǎn)業(yè)是隨著應(yīng)急管理工作的開展而產(chǎn)生的,是近十年來才逐漸進(jìn)入政策議程,還沒有充分的把握應(yīng)急產(chǎn)業(yè)發(fā)展的規(guī)律,政策制定還缺乏系統(tǒng)性和協(xié)調(diào)性,需要進(jìn)一步完善政策制定過程,完善我國的應(yīng)急產(chǎn)業(yè)政策。本文主要分為六個(gè)部分,第一部分,介紹研究背景與意義,國內(nèi)外應(yīng)急產(chǎn)業(yè)政策研究現(xiàn)狀、研究方法和創(chuàng)新點(diǎn)。第二部分,闡述了應(yīng)急產(chǎn)業(yè)政策的相關(guān)概念和理論基礎(chǔ)產(chǎn)業(yè)政策理論。第三部分,描述了我國應(yīng)急產(chǎn)業(yè)政策實(shí)踐,分析我國應(yīng)急產(chǎn)業(yè)政策實(shí)踐歷程和政策實(shí)施效果,并指出了我國現(xiàn)階段應(yīng)急產(chǎn)業(yè)政策實(shí)踐存在的問題和原因。第四部分,介紹了美國和日本的產(chǎn)業(yè)政策實(shí)踐經(jīng)驗(yàn),以及對(duì)我國的啟示。第五部分,提出了完善我國的應(yīng)急產(chǎn)業(yè)政策要遵循的基本原則和我國未來應(yīng)急產(chǎn)業(yè)政策發(fā)展的對(duì)策建議。第六部分,在總結(jié)全文的基礎(chǔ)上,指出應(yīng)急產(chǎn)業(yè)發(fā)展勢在必行。應(yīng)急產(chǎn)品的性質(zhì)和應(yīng)急產(chǎn)業(yè)的發(fā)展階段決定了政策干預(yù)的必要性,這就必須對(duì)正確全面的認(rèn)識(shí)應(yīng)急產(chǎn)業(yè),在把握產(chǎn)業(yè)發(fā)展規(guī)律的基礎(chǔ)上,制定完善的應(yīng)急產(chǎn)業(yè)規(guī)劃,完善應(yīng)急產(chǎn)業(yè)決策機(jī)制,健全應(yīng)急產(chǎn)業(yè)發(fā)展環(huán)境制定產(chǎn)業(yè)發(fā)展規(guī)劃,促進(jìn)應(yīng)急產(chǎn)業(yè)發(fā)展。
[Abstract]:The rapid development of economy and society does not bring sense of security to people, on the contrary, it makes people face not only the threat of natural disasters and accidents, but also all kinds of conflicts caused by social contradictions. The increasingly serious security problems at home and abroad force the country to improve its emergency response capacity so that people can safely enjoy the fruits of rapid economic development. Emergency industry as an important guarantee to deal with the crisis emerged as the times require, the country began to pay attention to the development of emergency industry, and formulated a series of policies to promote development. Through the analysis of domestic and foreign emergency industrial policy related literature, the developed countries carried out emergency industrial policy practice earlier, and according to their own political, economic and cultural characteristics, adopt different policy means to promote industrial development. Improve the national emergency response capacity. The emergency industry of our country is produced with the development of the emergency management work, it is only gradually entering the policy agenda in the past ten years, the law of the development of the emergency industry has not been fully grasped, and the policy formulation is still lack of systematization and coordination. Need to further improve the policy-making process, improve China's emergency industrial policy. This paper is divided into six parts, the first part, introduces the research background and significance, domestic and foreign emergency industrial policy research status, research methods and innovative points. The second part, elaborated the emergency industrial policy related concept and the theory foundation industry policy theory. The third part describes the practice of China's emergency industry policy, analyzes the practice process and effect of emergency industry policy, and points out the existing problems and reasons of our country's emergency industry policy practice at the present stage. The fourth part introduces the practical experience of American and Japanese industrial policy, and the enlightenment to our country. In the fifth part, the author puts forward the basic principles to perfect China's emergency industrial policy and the countermeasures and suggestions for the future development of China's emergency industrial policy. The sixth part, on the basis of summing up the full text, points out that the development of emergency industry is imperative. The nature of emergency products and the development stage of emergency industry determine the necessity of policy intervention. It is necessary to understand the emergency industry correctly and comprehensively, and to formulate a perfect emergency industry plan on the basis of grasping the law of industry development. Improve the decision-making mechanism of emergency industry, perfect the development environment of emergency industry, formulate industrial development plan, and promote the development of emergency industry.
