提升新生代農(nóng)民工就業(yè)質(zhì)量的政府行政職能研究

【摘要】:改革開放以來,隨著我國工業(yè)化、城市化的發(fā)展,由農(nóng)村向城市的人口大流動已經(jīng)成為一種社會現(xiàn)實,上億乃至更多的農(nóng)村剩余勞動力將轉(zhuǎn)移到非農(nóng)產(chǎn)業(yè)上。農(nóng)村勞動力轉(zhuǎn)移已成為推動城鄉(xiāng)經(jīng)濟協(xié)調(diào)發(fā)展的重要途徑,而農(nóng)民工中的主力軍——新生代農(nóng)民工也逐漸成為城市發(fā)展中不可或缺的就業(yè)主體之一。本論文通過收集研究資料、分析國家相關(guān)機構(gòu)的公開數(shù)據(jù),整合已有相關(guān)研究的分析,首先從工作環(huán)境、就業(yè)薪酬待遇、職業(yè)發(fā)展、職業(yè)地位、勞動關(guān)系、職業(yè)滿意度方面分析新生代農(nóng)民工就業(yè)質(zhì)量現(xiàn)狀,并通過成都市實證研究,表明新生代農(nóng)民工就業(yè)質(zhì)量普遍偏低;其次,分析影響新生代農(nóng)民工就業(yè)質(zhì)量的影響因素,得知由于政府不可替代的職能作用,政府行政職能對于提高新生代農(nóng)民工的就業(yè)質(zhì)量有著舉足輕重的作用;隨后利用網(wǎng)絡(luò)、圖書館等途徑,查閱國家、地方政府以及權(quán)威機構(gòu)公布的統(tǒng)計資料,重點分析了在新生代農(nóng)民工就業(yè)質(zhì)量提升中政府行政職能的成效和不足;最后以美國學(xué)者查爾斯的“漸進決策理論”為指導(dǎo),結(jié)合我國政策實施現(xiàn)狀,提出完善社會保障體制、深化戶籍制度改革、完善和落實就業(yè)法律法規(guī)、完善就業(yè)服務(wù)體系、發(fā)展多樣化培訓(xùn)、引導(dǎo)新生代農(nóng)民工返鄉(xiāng)就業(yè)、建立就業(yè)政策評估機制、配合工會力量等優(yōu)化建議,對新生代農(nóng)民工就業(yè)質(zhì)量提升的相關(guān)政策進行局部調(diào)適,提高政府職能對新生代農(nóng)民工就業(yè)質(zhì)量的調(diào)控能力,引導(dǎo)和創(chuàng)造有利于新生代農(nóng)民工就業(yè)的大環(huán)境。
[Abstract]:Since the reform and opening up, with the development of industrialization and urbanization in China, the population flow from rural to urban has become a social reality, and hundreds of millions or more of rural surplus labor will be transferred to non-agricultural industries. The transfer of rural labor force has become an important way to promote the coordinated development of urban and rural economy, and the main force of migrant workers-the new generation of migrant workers-has gradually become one of the indispensable employment subjects in urban development. This paper collects the research data, analyzes the public data of the relevant national institutions, integrates the analysis of the existing relevant research, first from the work environment, employment pay, career development, professional status, labor relations, The employment quality of the new generation of migrant workers is analyzed in terms of job satisfaction, and through empirical research in Chengdu, it shows that the employment quality of the new generation of migrant workers is generally low. Secondly, the factors affecting the employment quality of the new generation of migrant workers are analyzed. I learned that because of the irreplaceable function of the government, the administrative function of the government plays an important role in improving the employment quality of the new generation of migrant workers. The statistical data published by local governments and authoritative organizations focus on the analysis of the effectiveness and insufficiency of the government's administrative functions in the promotion of the employment quality of the new generation of migrant workers. Finally, it is guided by Charles'"Theory of Progressive Decision-Making", which is proposed by American scholars. According to the present situation of policy implementation in China, the paper puts forward to perfect the social security system, deepen the reform of the household registration system, perfect and implement the employment laws and regulations, perfect the employment service system, develop diversified training, and guide the new generation of migrant workers to return to their hometown for employment. Set up the mechanism of employment policy evaluation, cooperate with trade union strength to optimize suggestion, carry on the partial adjustment to the new generation peasant worker employment quality promotion policy, improve the government function to the new generation peasant worker employment quality control ability. To guide and create an environment conducive to the employment of the new generation of migrant workers.
