【摘要】：最近幾年我國(guó)越來(lái)越重視海洋領(lǐng)域的發(fā)展,我國(guó)的海洋制度也逐漸的完善,但是對(duì)于海洋督察制度方面我國(guó)才剛剛起步,還存在很多的問(wèn)題,相關(guān)的法律法規(guī)還不完善,執(zhí)行力度不夠強(qiáng),針對(duì)這一現(xiàn)象,筆者對(duì)于中國(guó)海洋督察制度執(zhí)行進(jìn)行研究,其主要的目的就是為了找到我國(guó)海洋督察制度執(zhí)行中存在的主要問(wèn)題,借鑒國(guó)外海洋督察制度執(zhí)行中的經(jīng)驗(yàn),制定相應(yīng)的完善措施,進(jìn)而完善我國(guó)海洋督察制度,保障海洋的可持續(xù)發(fā)展。筆者主要應(yīng)用了文獻(xiàn)研究法、理論研究法以及案例結(jié)合法、對(duì)比分析法等寫作方法,對(duì)我國(guó)海洋監(jiān)督制度執(zhí)行進(jìn)行研究分析,在論文的寫作過(guò)程中首先對(duì)海洋督察制度執(zhí)行的相關(guān)理論進(jìn)行介紹分析；之后對(duì)我國(guó)海洋督察制度執(zhí)行的現(xiàn)狀進(jìn)行分析,找出其存在的主要問(wèn)題,并且對(duì)其產(chǎn)生的原因進(jìn)行分析研究；其次對(duì)國(guó)外督察制度的發(fā)展?fàn)顩r進(jìn)行介紹,并且總結(jié)其對(duì)我國(guó)的啟示；最后提出完善中國(guó)海洋督察制度執(zhí)行的對(duì)策建議,希望本文的研究能夠更好的促進(jìn)我國(guó)海洋督察制度的發(fā)展,進(jìn)而更好的對(duì)我國(guó)的海洋發(fā)展情況進(jìn)行監(jiān)督。
[Abstract]:In recent years, our country has paid more and more attention to the development of the marine field, and the marine system of our country has been gradually improved. However, as for the marine supervision system in China, there are still many problems, and the relevant laws and regulations are still not perfect. The enforcement is not strong enough. In view of this phenomenon, the author studies the enforcement of the marine supervision system in China, the main purpose of which is to find out the main problems existing in the implementation of the marine supervision system in China. This paper draws lessons from the experience of the implementation of the marine supervision system in foreign countries, formulates the corresponding consummation measures, and then consummates the marine supervision system of our country to ensure the sustainable development of the ocean. The author mainly applies the literature research method, the theory research method, the case combination method, the contrast analysis method and so on writing method, carries on the research analysis to our country ocean supervision system execution. In the process of writing the thesis firstly introduces and analyzes the relevant theories of the implementation of the marine supervision system, and then analyzes the current situation of the implementation of the marine supervision system in China, and finds out the main problems existing in the implementation of the system. Secondly, it introduces the development of foreign supervision system, and summarizes its enlightenment to our country. Finally, it puts forward the countermeasures and suggestions to improve the implementation of China's marine supervision system. I hope the research in this paper can better promote the development of marine supervision system in China, and then better supervise the marine development of our country.
