【摘要】：從公共政策的周期性視角來(lái)看,政策終結(jié)是政策過(guò)程的一個(gè)環(huán)節(jié)。從治理視角來(lái)看,政策終結(jié)則是國(guó)家治理能力諸多要素中的一個(gè)重要方面。政策終結(jié)作為現(xiàn)代國(guó)家治理的一種能力,體現(xiàn)了國(guó)家治理的公益性、民主性、透明性和責(zé)任性等特征。但是,政策終結(jié)過(guò)程中存在公共權(quán)力悖論現(xiàn)象,如政策終結(jié)過(guò)程中公共權(quán)力的公益性目標(biāo)與自利性訴求的矛盾、公共歸屬與私人行使的矛盾、公共性本質(zhì)與隱秘性運(yùn)行的矛盾。因此,在政策終結(jié)過(guò)程中,首先,通過(guò)分權(quán)、控權(quán)改革,打破公共權(quán)力壟斷,推動(dòng)政策終結(jié)。其次,通過(guò)授權(quán)賦權(quán)公眾參與,促進(jìn)公共權(quán)力運(yùn)行公開(kāi)化,爭(zhēng)取支持力量。再次,依托頂層設(shè)計(jì),回歸公共權(quán)力公共性,緩和政策終結(jié)的壓力。最后,借助于公共輿論對(duì)公共權(quán)力實(shí)施強(qiáng)有力的外部監(jiān)督,實(shí)現(xiàn)治理的責(zé)任性。
[Abstract]:From the perspective of the periodicity of public policy, the end of policy is a link in the policy process. From the perspective of governance, policy termination is an important aspect of national governance ability. As a kind of ability of modern national governance, policy termination embodies the characteristics of public welfare, democracy, transparency and responsibility. However, there exists the paradox of public power in the process of policy termination, such as the contradiction between the public welfare goal and self-interest demand of public power, the contradiction between public ownership and private exercise, and the contradiction between the nature of public power and the operation of secrecy. Therefore, in the process of policy termination, first of all, through the reform of decentralization and control, the monopoly of public power is broken and the end of policy is promoted. Secondly, by empowering the public to participate, to promote the operation of public power open, strive for support. Again, rely on top-level design, return to public power public, ease the pressure of the end of the policy. Finally, with the help of public opinion to implement strong external supervision of public power, to achieve the responsibility of governance.
