【摘要】："規(guī)劃"的概念由來已久,尤其是它作為現(xiàn)代性范疇的管理要素,已經(jīng)被越來越廣泛地應(yīng)用到社會(huì)治理之中。然而,在社會(huì)治理發(fā)展史中,規(guī)劃活動(dòng)的產(chǎn)生是要遠(yuǎn)遠(yuǎn)早于"規(guī)劃"概念的,歷時(shí)態(tài)地看,人類的規(guī)劃活動(dòng)歷經(jīng)從"自發(fā)"到"自覺"的演進(jìn),最終獲得自覺的理性意識(shí)。進(jìn)入現(xiàn)代,規(guī)劃活動(dòng)主體的組織化賦予了政府等組織以更高位階的規(guī)劃?rùn)?quán)力。政府作為掌控社會(huì)治理的現(xiàn)代性組織,它的規(guī)劃活動(dòng)堪稱現(xiàn)代規(guī)劃運(yùn)用的典范。為了應(yīng)對(duì)復(fù)雜性驟增的社會(huì)條件,"政府規(guī)劃"的制定和執(zhí)行必須具有復(fù)雜性和總體化的思維。中國(guó)政府在實(shí)施規(guī)劃活動(dòng)的過程中認(rèn)識(shí)到了這一點(diǎn),并且兼顧規(guī)劃文案的制定和行動(dòng)計(jì)劃的執(zhí)行,體現(xiàn)了現(xiàn)代政府在應(yīng)對(duì)高度復(fù)雜性的社會(huì)治理中所應(yīng)具備的戰(zhàn)略性引導(dǎo)能力。
[Abstract]:The concept of "planning" has a long history, especially as a management element of modern category, which has been applied to social governance more and more widely. However, in the history of the development of social governance, the production of planning activities is far earlier than the concept of "planning". From the perspective of chronology, the planning activities of human beings have evolved from "spontaneous" to "conscious", and finally they have acquired conscious rational consciousness. In modern times, the organization of planning activities gives the government and other organizations a higher level of planning power. Government as a modern organization in charge of social governance, its planning activities can be regarded as the model of modern planning. In order to cope with the social conditions of the sudden increase of complexity, the formulation and implementation of "government planning" must have the thinking of complexity and collectivization. The Chinese government has realized this point in the process of carrying out the planning activities, and has given consideration to the formulation of the planning documents and the execution of the action plan, which reflects the strategic guiding ability that the modern government should possess in dealing with the highly complicated social governance.
