【摘要】：政策創(chuàng)新擴散是西方公共政策過程研究的新興領(lǐng)域,為理解決策過程中的政府行為及其影響機制提供了新的理論視角。西方政策創(chuàng)新擴散研究經(jīng)歷了由單因素理論到整合性理論的發(fā)展過程,構(gòu)建了以政府間關(guān)系為基礎(chǔ)的主要模型。探究政策擴散的影響因素主要有組織理論、制度分析和"行動—過程"三大理論脈絡。學習、模仿、社會化、競爭和強制是政策擴散的主要機制。定量與定性研究方法的改進提升了政策擴散研究的理論解釋力。對西方政策創(chuàng)新擴散理論和方法的梳理分析,有助于我們更好地把握政策過程理論的前沿,為建立中國特色政策創(chuàng)新擴散理論體系奠定基礎(chǔ)。
[Abstract]:Policy innovation diffusion is a new field of western public policy process research, which provides a new theoretical perspective for understanding the government behavior and its influence mechanism in the decision-making process. The western policy innovation diffusion research has experienced the development process from the single factor theory to the integration theory, and has constructed the main model based on the intergovernmental relations. The main influencing factors of policy diffusion are organization theory, institutional analysis and action-process theory. Learning, imitation, socialization, competition and compulsion are the main mechanisms of policy diffusion. The improvement of quantitative and qualitative research methods enhances the theoretical explanation of policy diffusion research. Combing and analyzing the theories and methods of the diffusion of policy innovation in the west will help us better grasp the frontier of the theory of policy process and lay the foundation for the establishment of the theoretical system of the diffusion of policy innovation with Chinese characteristics.
