地方政府網(wǎng)絡輿情回應機制研究

【摘要】：隨著公眾權(quán)利意識逐步提高,網(wǎng)絡成為其參與公共事務、表達自身權(quán)益、監(jiān)督政府行為的重要渠道之一,也成為公務人員及其政府部門及時把握民意的重要窗口。同時,“大眾麥克風”時代的來臨,社會輿論空間將繼續(xù)擴大,使網(wǎng)絡輿情的社會影響力和推動力日益顯現(xiàn)。因此,推動公民、網(wǎng)民有序政治參與為主要內(nèi)容的網(wǎng)絡輿情表達與地方政府回應機制建設,是深刻體現(xiàn)十八屆三中、四中全會《決定》關于政府改革“推進國家治理體系和治理能力現(xiàn)代化”建設法治國家的內(nèi)在要求。而依托互聯(lián)網(wǎng)興起的網(wǎng)絡輿情事件日漸增多,政府是否能夠積極回應、有效回應已成為公眾關注的焦點。尤其是地方政府作為我國基層政府,是社會管理與經(jīng)濟發(fā)展的執(zhí)行者和組織者；是與公眾接觸最廣、最為親近、密切的管理者和服務者；本文試圖通過完善地方政府網(wǎng)絡輿情回應機制來增進政府與網(wǎng)民、公民之間進行互動、對話、協(xié)商的公共空間,使得二者能夠借助制度化的載體和渠道進行交流,通過相互影響,達到意見的表達和自身權(quán)益的維護,為服務型政府建設打下了堅實的基礎。鑒于網(wǎng)絡輿情背景下對地方政府回應的要求。本文以公共領域為研究范疇,以網(wǎng)絡輿情為研究主題,探討在網(wǎng)絡公共領域內(nèi)社會公眾與政府等公權(quán)機構(gòu)的角色定位、價值定位、行為選擇及網(wǎng)絡輿情與政府回應機制如何實現(xiàn)銜接等,著眼于政府在網(wǎng)絡輿情中的制度安排、價值觀念、行為選擇,來檢討政府回應網(wǎng)絡輿情時表現(xiàn)出回應意識不強、緩慢、被動回應等問題,通過以案例的方式論述網(wǎng)絡輿情雙面效應對地方政府的影響,從而為政府網(wǎng)絡輿情回應存在的問題提供實證依據(jù)。然后,基于網(wǎng)絡上引發(fā)巨大反響的典型事件出發(fā),進一步對地方政府網(wǎng)絡輿情回應機制缺失的深層原因進行探討,從客觀環(huán)境到政府再到公眾進行全面分析,來致力于完善地方政府網(wǎng)絡輿情回應機制而提出對策,包括：完善研判機制、優(yōu)化制度機制、提升地方政府回應能力水平、引導網(wǎng)民理性參與、轉(zhuǎn)變公務人員行政理念,樹立服務意識、提升依法辦事的能力水平。
[Abstract]:With the gradual improvement of public awareness of rights, the Internet has become one of the important channels for them to participate in public affairs, express their own rights and interests, and supervise government actions, and it has also become an important window for public officials and their government departments to grasp public opinion in a timely manner. At the same time, with the advent of the era of "mass microphone", the space of public opinion will continue to expand, making the social influence and driving force of network public opinion more and more apparent. Therefore, the promotion of the expression of network public opinion and the construction of local government response mechanisms, which promote citizens and netizens' orderly political participation as the main content, is a profound embodiment of the third Middle School of the 18th National people's Congress. The fourth Plenary session of the CPC Central Committee decided on the internal requirements of government reform to "promote the modernization of the national governance system and governance capacity" and build a country ruled by law. However, with the increasing number of Internet public opinion events, whether the government can respond positively and respond effectively has become the focus of public attention. The local government, as the basic level government of our country, is the executor and organizer of social management and economic development, the most extensive contact with the public, the closest and the close manager and the server. This paper attempts to improve the local government network public opinion response mechanism to enhance the interaction between the government and Internet users, citizens, dialogue, consultation between the public space, so that the two can use the institutionalization of the carrier and channels for communication. Through mutual influence, the expression of opinions and the protection of their own rights and interests have laid a solid foundation for the construction of service-oriented government. In view of the network public opinion background to the local government response request. Then, based on the typical events on the network, the deep reasons for the lack of the local government's network public opinion response mechanism are further discussed, from the objective environment to the government and then to the public to conduct a comprehensive analysis.
