【摘要】：隨著近年世界各地極端災(zāi)害事件頻發(fā),在人類社會高水平發(fā)展的今天,人們深刻意識到對災(zāi)害應(yīng)急管理的重要性,我國先后出臺了多部與災(zāi)害應(yīng)急管理有關(guān)的管理辦法與規(guī)則。目前國外災(zāi)害的相關(guān)管理、災(zāi)害種類、災(zāi)害防御措施、災(zāi)害預(yù)警手段、災(zāi)害應(yīng)急政策、災(zāi)害應(yīng)急設(shè)施以及災(zāi)害應(yīng)急信息工具逐漸多樣化,而國內(nèi)各地應(yīng)急管理部門對災(zāi)害應(yīng)急信息管理的工作仍處于內(nèi)容零散,信息管理系統(tǒng)覆蓋率低,使用率低,效果不明顯的狀態(tài),二者矛盾突顯。在此基礎(chǔ)上,缺少統(tǒng)一規(guī)范的災(zāi)害應(yīng)急資源整合體系及共享平臺這個問題便更加明顯,這是災(zāi)害應(yīng)急信息目錄體系與共享平臺(DEIDSP)產(chǎn)生的背景。基于此,本文首先分析了企業(yè)架構(gòu)(EA)、災(zāi)害應(yīng)急信息管理及目錄體系的相關(guān)理論,從災(zāi)害應(yīng)急管理者和目錄系統(tǒng)使用者的角度對災(zāi)害應(yīng)急信息目錄體系進(jìn)行設(shè)計,將企業(yè)架構(gòu)指導(dǎo)思想貫穿于整個系統(tǒng)設(shè)計的過程中,按照國家提出的災(zāi)害應(yīng)急信息管理方面的規(guī)范對數(shù)據(jù)庫進(jìn)行了設(shè)計和建設(shè)并實現(xiàn)檢索,最后對系統(tǒng)信息和數(shù)據(jù)安全交換的機(jī)制進(jìn)行分析并初步提出了策略及建議,對本文中企業(yè)架構(gòu)應(yīng)用成熟度進(jìn)行了評價,最后基于EA提出了對DEIDSP的系統(tǒng)評價指標(biāo)體系,建立了實際可用的災(zāi)害應(yīng)急信息目錄系統(tǒng),證實了將企業(yè)架構(gòu)應(yīng)用于DEIDSP系統(tǒng)建設(shè)的實際可行性。
[Abstract]:With the frequent occurrence of extreme disaster events in recent years and the high level development of human society, people are deeply aware of the importance of disaster emergency management. In China, many management methods and rules related to disaster emergency management have been issued one after another. At present, foreign disaster management, disaster types, disaster prevention measures, disaster early warning means, disaster emergency policies, disaster emergency facilities and disaster emergency information tools are gradually diversifying. However, the work of disaster emergency information management in various parts of China is still scattered, the information management system coverage is low, the utilization rate is low, the effect is not obvious, and the contradiction between the two is prominent. On this basis, the lack of unified and standardized disaster emergency resources integration system and shared platform is more obvious, which is the background of disaster emergency information catalogue system and shared platform (DEIDSP). Based on this, this paper first analyzes the related theories of (EA), disaster emergency information management and catalogue system, and designs the disaster emergency information catalogue system from the perspective of disaster emergency managers and directory system users. The guiding ideology of enterprise architecture is used in the whole system design, and the database is designed and constructed and retrieved according to the national standard of disaster emergency information management. Finally, the mechanism of system information and data security exchange is analyzed, and the strategies and suggestions are put forward, and the application maturity of enterprise architecture in this paper is evaluated. Finally, based on EA, the system evaluation index system of DEIDSP is put forward. The practical disaster emergency information catalogue system is established, and the feasibility of applying enterprise architecture to the construction of DEIDSP system is verified.
