西藏邊境地區(qū)基層政府公共服務(wù)供給問(wèn)題研究
[Abstract]:For a country or region, the overall level of its ability to provide public services is of great significance to the sustained, healthy and stable development of this country, region, politics, economy, culture, and so on. As a borderland ethnic region, the borderline of the Tibet Autonomous region, nearly 4,000 kilometers long, makes the stability and harmony of the border region have an important impact on the stability and development of Tibet. Raising the level of public service supply in Tibet's border areas is an important step in strengthening border construction and is of great significance to Tibet's development, national unity and national prosperity. Tibet has 21 border counties, 110 border townships, 132 external passageways and mountain passes, and 5 national ports. Most of the administrative units under the jurisdiction of the Tibetan border area are county, township, village and other grass-roots units. Therefore, the supply of public services to grass-roots governments in Tibet border areas is analyzed, and policy recommendations are given to improve the supply of public services. It is necessary to establish a perfect public service supply mechanism for the grassroots government in the border area to ensure the people's life and social stability. With the development of the western region and the promotion of the action of enriching the people along the border, the economy and society in the Tibet border area have also made certain progress. The scope, level and extent of the people's demand for public services in the Tibet border area are also expanding. At the same time, the government's public service supply level is still low, unable to meet the growing needs of the people. Compared with many provinces and cities in the mainland, the government's supply of products to Tibet's border areas is a special case. Under the influence of geographical environment, economy, politics and culture, the Tibetan border area has many particularities, such as region, religion, nationality and so on. Grass-roots governments pay more attention to the social stability and border stability in border areas when carrying out the construction of public service supply, and the second is the improvement of people's living standard and its promoting effect on the economic development of the region. Therefore, the general theory of public service can not be fully applied to the practice of the public service supply of the grass-roots government in the Tibetan border, but needs to make a sufficient understanding of the particularity of the Tibetan border area and analyze its actual situation. This paper mainly adopts the method of literature research and investigation and analysis, firstly summarizes the related concepts and theories of public service, and then analyzes the particularity of public service in Tibet border area. To understand the characteristics of public service in Tibet border area compared with other regions, and select Longzi County in Shannan region as a case study, further analyze the present situation and existing problems of public service supply in Tibet border area. Finally, in view of the problems and difficulties existing in the supply of public services to grass-roots governments in the border areas, the paper puts forward feasible countermeasures and suggestions in line with the actual situation in the border areas of Tibet. In order to improve the level of public service supply in Tibet border areas, it provides theoretical basis and certain reference opinions in order to improve the effective supply of public services in Tibet border areas, Tibet Autonomous region and even the border areas of the whole country. To promote the vigorous development of public service in frontier areas of China.
