【摘要】：以縣為研究單位,中小企業(yè)是其經(jīng)濟(jì)發(fā)展中的重要組成部分,縣級(jí)政府職能與中小企業(yè)發(fā)展之間存在什么樣的關(guān)系,是顯著相關(guān)還是不相關(guān);政府是推動(dòng)企業(yè)發(fā)展的良藥,還是在一定程度上擾亂了市場(chǎng)行為,都是值得深入研究的課題。本文從政府轉(zhuǎn)型的角度出發(fā),研究影響中小企業(yè)發(fā)展的因素。政府職能的設(shè)置,在一定程度上制約或促進(jìn)中小企業(yè)發(fā)展。中小企業(yè)的健康有序發(fā)展需要政府職能的科學(xué)配置,政府職能弱化不利于中小企業(yè)的優(yōu)化升級(jí),而過寬的政府職能又會(huì)影響市場(chǎng)資源配置,阻礙中小企業(yè)的發(fā)展。如何行之有效的界定政府職能,創(chuàng)新中小企業(yè)的創(chuàng)造活力,是本文的出發(fā)點(diǎn)和落腳點(diǎn)。本文根據(jù)調(diào)查法,通過進(jìn)行實(shí)地調(diào)研,深入座談,了解政府職能轉(zhuǎn)變和完善對(duì)于中小企業(yè)發(fā)展的影響力,對(duì)今后及類似地區(qū)的政府職能轉(zhuǎn)型提供指導(dǎo)性意見。中小企業(yè)的危機(jī)源于其惡劣的生存環(huán)境,由于中小企業(yè)本小利微,極易受到金融危機(jī)及經(jīng)濟(jì)風(fēng)暴的沖擊,因此,中小企業(yè)發(fā)展需要政府創(chuàng)造一個(gè)良好的制度環(huán)境,環(huán)境優(yōu)化了才能解決中小企業(yè)的發(fā)展問題,進(jìn)而促進(jìn)縣域經(jīng)濟(jì)的騰飛。中小企業(yè)的轉(zhuǎn)型升級(jí)需要企業(yè)自身加強(qiáng)經(jīng)營(yíng)管理、完善財(cái)務(wù)制度、加大研發(fā)投入、強(qiáng)化創(chuàng)新意識(shí)等,但更重要的是需要政府的相關(guān)配套政策,包括加大政府對(duì)他們的支持力度,健全促進(jìn)其發(fā)展的體制機(jī)制,配套完善各項(xiàng)基礎(chǔ)設(shè)施建設(shè)等。本文選取山東省惠民縣域內(nèi)的龍頭企業(yè)及具有代表性的中小企業(yè)為研究的樣本,分析了惠民縣域中小企業(yè)的總體情況及發(fā)展中存在的問題,以問題為切入點(diǎn),提出了中小企業(yè)轉(zhuǎn)型升級(jí)對(duì)政府職能轉(zhuǎn)變的新期待以及政府職能轉(zhuǎn)型的方向,提出針對(duì)性的改進(jìn)措施。
[Abstract]:Taking county as the research unit, small and medium-sized enterprises are an important part of their economic development. What kind of relationship exists between the function of county government and the development of small and medium-sized enterprises, is it significant or not, the government is the good medicine to promote the development of enterprises, Or to some extent disturbed the market behavior, are worthy of in-depth study of the subject. From the angle of government transformation, this paper studies the factors that affect the development of small and medium-sized enterprises. The establishment of government functions restricts or promotes the development of small and medium-sized enterprises to a certain extent. The healthy and orderly development of small and medium-sized enterprises needs the scientific allocation of government functions. The weakening of government functions is not conducive to the optimization and upgrading of small and medium-sized enterprises, and too wide government functions will affect the allocation of market resources and hinder the development of small and medium-sized enterprises. How to effectively define government functions and innovate the creative vitality of small and medium-sized enterprises is the starting point and foothold of this paper. According to the investigation method, through the field investigation and in-depth discussion, this paper understands the influence of the transformation and perfection of government functions on the development of small and medium-sized enterprises, and provides guidance for the transformation of government functions in the future and similar areas. The crisis of small and medium-sized enterprises originates from their poor living environment. Because small and medium-sized enterprises are vulnerable to the financial crisis and economic turmoil, the development of small and medium-sized enterprises requires the government to create a good institutional environment. Environmental optimization can solve the development of small and medium-sized enterprises and promote the development of county economy. The transformation and upgrading of small and medium-sized enterprises require enterprises to strengthen their own management, improve their financial system, increase their R & D investment, strengthen their sense of innovation, etc. But more importantly, they need the relevant supporting policies of the government, including increasing the government's support for them. Improve the institutional mechanism to promote its development, supporting the improvement of infrastructure construction and so on. This paper selects the leading enterprises and representative small and medium-sized enterprises in the region of Huimin County of Shandong Province as the research samples, analyzes the overall situation and the problems in the development of the small and medium-sized enterprises in Huimin County, taking the problems as the starting point. This paper puts forward the new expectation of the transformation of the government function and the direction of the transformation of the government function, and puts forward the corresponding improvement measures.
