【摘要】：自現(xiàn)代生命科學(xué)和生物應(yīng)用技術(shù)研究起步起來,生物技術(shù)產(chǎn)業(yè)正以飛速向前發(fā)展,正醞釀著一場改變?nèi)祟惿畹男屡d產(chǎn)業(yè)革命,已經(jīng)成為了眾多國家的戰(zhàn)略發(fā)展項目和核心發(fā)展領(lǐng)域。發(fā)展生物技術(shù)產(chǎn)業(yè)對促進(jìn)我國產(chǎn)業(yè)結(jié)構(gòu)調(diào)整,轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式,提高科技競爭能力來建設(shè)創(chuàng)新型國家具有至關(guān)重要的影響。我國自“863”高新技術(shù)產(chǎn)業(yè)計劃出臺以來,為發(fā)展生物技術(shù)產(chǎn)業(yè)制定了一系列詳細(xì)的發(fā)展措施和鼓勵政策,這些政策大力推動了我國的生物技術(shù)產(chǎn)業(yè)發(fā)展,促進(jìn)了我國生物技術(shù)研發(fā)和創(chuàng)新成果產(chǎn)業(yè)化。雖然生物技術(shù)產(chǎn)業(yè)發(fā)展態(tài)勢良好,但是也應(yīng)清醒地認(rèn)識到,我國生物技術(shù)產(chǎn)業(yè)政策在執(zhí)行中逐漸顯現(xiàn)的各種政策偏差問題。任何一項政策方案要實現(xiàn)預(yù)定的效果,都依賴于有效的政策執(zhí)行。為解決當(dāng)前我國生物技術(shù)產(chǎn)業(yè)政策執(zhí)行偏差問題,筆者對生物技術(shù)產(chǎn)業(yè)政策和政策執(zhí)行方面進(jìn)行了系統(tǒng)研究,將論文分為五個部分,逐步地提出解決問題的對策與方法。第一部分主要介紹了論文相關(guān)背景,國內(nèi)外學(xué)者關(guān)于生物技術(shù)產(chǎn)業(yè)政策及政策執(zhí)行偏差的研究綜述,以及論文可能的創(chuàng)新之處。第二部分闡明了生物技術(shù)產(chǎn)業(yè)的概念界定和我國生物技術(shù)產(chǎn)業(yè)發(fā)展的現(xiàn)狀。第三部分聯(lián)系實際指出當(dāng)前我國生物技術(shù)產(chǎn)業(yè)政策的執(zhí)行偏差表現(xiàn),并結(jié)合運(yùn)用公共政策執(zhí)行過程的理論詳細(xì)地分析了政策執(zhí)行偏差問題形成的原因。第四部分主要通過分析占全球生物技術(shù)產(chǎn)業(yè)發(fā)展主導(dǎo)地位的美國在生物技術(shù)產(chǎn)業(yè)政策執(zhí)行上各種有效措施,并歸納總結(jié)了其值得借鑒的政策執(zhí)行經(jīng)驗。第五部分從政策制定層面、政策主體層面、政策目標(biāo)層面及政策執(zhí)行體制層面入手,提出了矯正我國生物技術(shù)產(chǎn)業(yè)政策執(zhí)行偏差的基本對策,如構(gòu)建合理的政策體系、完善生物技術(shù)產(chǎn)業(yè)政策配套體系、暢通政策執(zhí)行的溝通協(xié)調(diào)機(jī)制、建立相關(guān)的責(zé)任追究制度等措施,為生物技術(shù)產(chǎn)業(yè)政策的高效、穩(wěn)健、長遠(yuǎn)的執(zhí)行探索出理論上的路徑。
[Abstract]:Since the beginning of the research on modern life science and applied biotechnology, the biotechnology industry is developing rapidly, and a new industrial revolution is brewing to change the human life. Has become the strategic development projects and core development areas in many countries. The development of biotechnology industry plays an important role in promoting the adjustment of industrial structure, changing the mode of economic development and improving the competitive ability of science and technology to build an innovative country. Since the launch of the "863" high-tech industry plan, China has formulated a series of detailed development measures and encouraging policies for the development of the biotechnology industry. These policies have greatly promoted the development of the biotechnology industry in China. Has promoted our country biotechnology research and development and the innovation achievement industrialization. Although the development situation of biotechnology industry is good, we should also be aware of the various policy deviations gradually appearing in the implementation of the biotechnology industry policy in our country. Any policy plan depends on effective policy implementation to achieve the intended effect. In order to solve the problem of policy implementation deviation of biotechnology industry in China, the author has made a systematic study on the policy and policy implementation of biotechnology industry. The paper is divided into five parts, and the countermeasures and methods to solve the problem are put forward step by step. The first part mainly introduces the relevant background of the paper, the domestic and foreign scholars about the biotechnology industry policy and policy implementation deviation research summary, as well as the possible innovation of the paper. The second part clarifies the definition of the biotechnology industry and the present situation of the development of the biotechnology industry in China. In the third part, the author points out the implementation deviation of the biotechnology industry policy in our country, and analyzes the reasons of the policy deviation in detail by using the theory of the public policy implementation process. The fourth part mainly through the analysis of the leading position of the global biotechnology industry in the United States in the implementation of biotechnology industry policy various effective measures and summed up its policy implementation experience worthy of reference. The fifth part from the policy making level, the policy subject level, the policy goal level and the policy implementation system level, proposed the basic countermeasure which rectifies our country biotechnology industry policy implementation deviation, for example, constructs the reasonable policy system. Measures such as perfecting the supporting system of biotechnology industry policy, unblocking the communication and coordination mechanism of policy implementation, establishing relevant accountability system, and so on, will explore the theoretical path for the efficient, steady and long-term implementation of the biotechnology industry policy.
