【摘要】：社會(huì)轉(zhuǎn)型時(shí)期藏區(qū)社會(huì)既存在著利益分配、政治參與、發(fā)展訴求等問題,也存在著自身的發(fā)展選擇問題。本文通過對熱貢十二族社區(qū)的實(shí)地調(diào)查,分析了藏區(qū)傳統(tǒng)社區(qū)的產(chǎn)生、演變,以及社區(qū)的社會(huì)文化功能,并闡釋了社區(qū)治理的價(jià)值與意義。在此基礎(chǔ)上,針對藏區(qū)社會(huì)治理機(jī)制創(chuàng)新問題提出了基層縣鄉(xiāng)村與傳統(tǒng)社區(qū)協(xié)同治理的建議。
[Abstract]:In the period of social transformation, there are not only the problems of benefit distribution, political participation and development appeal, but also the problems of development choice. This paper analyzes the emergence and evolution of the traditional community and the social and cultural functions of the community, and explains the value and significance of community governance through a field investigation of the twelve ethnic communities in Regong. On the basis of this, the paper puts forward some suggestions of cooperative governance between the rural and the traditional communities in the basic county and the traditional community in view of the innovation of the social governance mechanism in the Tibetan area.
