【摘要】：政府規(guī)制是現(xiàn)代市場經(jīng)濟(jì)中不可或缺的制度安排,經(jīng)合組織認(rèn)為政府規(guī)制在穩(wěn)定經(jīng)濟(jì)運(yùn)行及合理有序的社會(huì)福利分配上所起到的作用可以與財(cái)政政策和貨幣政策并列。一般情況下,政府是否實(shí)施經(jīng)濟(jì)規(guī)制取決于企業(yè)所處的行業(yè),自然壟斷行業(yè)及存在信息偏在的行業(yè)是政府規(guī)制所關(guān)注的重點(diǎn)。但把企業(yè)的空間壟斷看成是壟斷的一種方式,進(jìn)而研究政府規(guī)制的必要性及可行性的研究較少。本文試圖探究是否存在合適的政府規(guī)制能實(shí)現(xiàn)對企業(yè)的空間壟斷力的限制。本文的理論邏輯為通過政府規(guī)制(如政府補(bǔ)貼)影響企業(yè)的區(qū)位選擇,縮減企業(yè)的空間壟斷力,進(jìn)而提高社會(huì)總體福利。本文以企業(yè)的空間壟斷力為著眼點(diǎn),探討通過政府規(guī)制以增進(jìn)社會(huì)總剩余的必要性及可行性�；诨籼亓帜Ｐ偷睦碚摲治霰砻�,存在企業(yè)的空間壟斷力的前提下,政府規(guī)制是有必要的�；谘a(bǔ)貼函數(shù)的政府規(guī)制是有效率的(卡爾多—�？怂剐�),在一定程度上可以起到抑制規(guī)制俘獲現(xiàn)象發(fā)生的作用,并且使得分配更為公平。
[Abstract]:Government regulation is an indispensable institutional arrangement in modern market economy. OECD holds that government regulation can play a role in stabilizing economic operation and rational and orderly distribution of social welfare, which can be parallel to fiscal policy and monetary policy. In general, whether the government implements economic regulation depends on the industry in which the enterprise is located, and the natural monopoly industry and the industry with information bias are the focus of government regulation. However, the spatial monopoly of enterprises is regarded as a way of monopoly, and there are few studies on the necessity and feasibility of government regulation. This paper attempts to explore whether appropriate government regulation can limit the spatial monopoly of enterprises. The theoretical logic of this paper is to influence the location choice of enterprises through government regulation (such as government subsidies), reduce the spatial monopoly power of enterprises, and then improve the overall social welfare. Based on the spatial monopoly of enterprises, this paper discusses the necessity and feasibility of promoting the total surplus of society through government regulation. The theoretical analysis based on Hotling model shows that government regulation is necessary under the premise of the existence of spatial monopoly of enterprises. The government regulation based on subsidy function is efficient (Cardox efficiency), which can restrain the phenomenon of regulatory capture to some extent and make the distribution more equitable.
