【摘要】：我國目前正處于社會轉(zhuǎn)型時(shí)期,各種利益訴求交織在一起、各種矛盾與沖突不斷出現(xiàn),對其應(yīng)對處理稍有不慎,就極有可能發(fā)生局部的乃至大規(guī)模且長時(shí)間的公共危機(jī)事件,尤其是在多樣化的自媒體平臺層出不窮和先進(jìn)的自媒體技術(shù)手段高速發(fā)展的現(xiàn)階段。自媒體的傳播主體具有多樣化、普泛化和個(gè)性化的特殊屬性,自媒體的傳播手段具有網(wǎng)絡(luò)化和及時(shí)化的特殊屬性。而公共危機(jī)則具有突發(fā)性、復(fù)雜性、群體性、易變性和危害性等特征,這兩者所具有的特有屬性和特征使得地方政府在自媒體時(shí)代如何有效應(yīng)對與處理公共危機(jī)就顯得尤為重要。本文主要圍繞以下內(nèi)容進(jìn)行研究:第一章緒論部分主要介紹了本論題研究的背景及意義、研究方法和國內(nèi)外已有的研究成果等內(nèi)容;第二章對自媒體和傳統(tǒng)媒體的概念以及不同特征進(jìn)行了分析和定義,對公共危機(jī)治理的相關(guān)理論進(jìn)行了闡述,對地方政府的概念作以界定,從而進(jìn)一步從理論上闡述自媒體時(shí)代下構(gòu)建良好的地方政府應(yīng)對公共危機(jī)機(jī)制的重要意義;第三章分析地方政府現(xiàn)階段應(yīng)對公共危機(jī)機(jī)制所存在的問題及其原因;第四章通過典型的公共危機(jī)事件案例分析發(fā)達(dá)國家自媒體背景下應(yīng)對公共危機(jī)機(jī)制的經(jīng)驗(yàn)與啟示;第五章探討地方政府在自媒體背景下構(gòu)建與完善應(yīng)對公共危機(jī)機(jī)制的建議對策。
[Abstract]:At present, our country is in a period of social transformation, where various interests are intertwined, various contradictions and conflicts continue to appear, and if there is a slight carelessness in how to deal with them, it is very likely that a local and even large-scale and long-term public crisis will occur. Especially at the present stage when diversified self-media platforms emerge in endlessly and advanced self-media technology means develop at high speed. The communication subject of self-media has the special attributes of diversification, generalization and individuation, and the communication means of self-media has the special attribute of networking and timeliness. On the other hand, public crises are characterized by sudden, complex, group, variability and harmfulness. These two characteristics make it very important for local government to deal with public crisis effectively in the era of media. This paper mainly focuses on the following contents: the first chapter introduces the background and significance of the research, research methods and existing research results at home and abroad. The second chapter analyzes and defines the concepts and different characteristics of self-media and traditional media, expounds the related theories of public crisis management, and defines the concept of local government. The third chapter analyzes the problems and causes of the local government's response to the public crisis at the present stage; and then expounds the significance of constructing a good local government mechanism to deal with the public crisis in the media era. Chapter three analyzes the problems existing in the local government's response to the public crisis mechanism at the present stage and the reasons for it. The fourth chapter analyzes the experience and inspiration of the developed countries' coping with the public crisis mechanism under the background of the media through the typical cases of public crisis events. The fifth chapter discusses the local governments in the context of the media to build and improve the response to the public crisis mechanism.
