【摘要】：改革開放以來,隨著我國經濟的快速發(fā)展,政府向社會組織或是社會力量購買公共服務以成為一種政府提供公共服務的創(chuàng)新方式。政府購買公共服務也是我國政府職能轉型的重要推動力,同時政府購買公共服務是中央政府的戰(zhàn)略部署,在十二五規(guī)劃和十八屆四中全會上,都明確提出了政府購買公共服務的重要性。國務院辦公廳于2013年9月30日正式出臺了《關于政府向社會力量購買服務的指導意見》,明確了社會組織參與政府購買公共服務的目標和方向。本文運用了文獻研究法、比較分析法、實證分析法、訪談法、實地調查法等,在簡要回顧和總結我國地方政府購買公共服務的基礎上,剖析了我國地方政府購買公共服務存在的主要問題主要有以下幾點:地方政府購買公共服務的法律體系不完善;政府自身的角色定位不清晰;政府購買公共服的界限模糊;地方政府購買公共服務的程序混亂;相關的服務評價體系不完善。針對以上出現的問題,本文結合西方政府的實踐經驗以及我國部分省市政府購買公共服務的成功經驗,將從以下幾方面提出解決上述問題的相關對策:第一,我國地方政府應轉變傳統(tǒng)的官本位思想,積極構建公共服務型政府;第二,地方政府應該不斷完善政府購買公共服務的法律、法規(guī)體系;第三,規(guī)范公共服務市場體制;第四,加強政府購買公共服務的制度體系建設。希望將會對地方政府購買公共服務有理論和實踐的意義。
[Abstract]:Since the reform and opening up, with the rapid development of China's economy, the government has purchased public services from social organizations or social forces to become an innovative way for the government to provide public services. The purchase of public services by the government is also an important driving force in the transformation of government functions. At the same time, the purchase of public services by the government is the strategic deployment of the central government. At the 12th Five-Year Plan and the fourth Plenary session of the 18th CPC Central Committee, The importance of government purchase of public services has been clearly stated. On September 30, 2013, the General Office of the State Council officially issued the "guidance on the Government's purchase of Services from Social Forces", which defined the goals and directions for social organizations to participate in the government's purchase of public services. This paper uses literature research, comparative analysis, empirical analysis, interview, field investigation and so on, on the basis of a brief review and summary of the purchase of public services by local governments. This paper analyzes the main problems existing in the purchase of public services by local governments as follows: the legal system of local governments buying public services is not perfect, the role of the government itself is not clear, the boundaries of the purchase of public services by the government are blurred; The procedure of local government purchasing public service is chaotic, and the related service evaluation system is not perfect. In view of the above problems, this paper combines the practical experience of western governments and the successful experiences of some provincial and municipal governments to purchase public services, and puts forward the relevant countermeasures to solve the above problems from the following aspects: first, Our local government should change the traditional official standard thought, construct the public service type government actively; second, the local government should constantly perfect the laws and regulations system of the government to purchase the public service; third, standardize the public service market system; fourth, Strengthen the system of government purchase of public services. The hope will have theoretical and practical significance for local governments to purchase public services.
