【摘要】：經(jīng)歷了30年的改革開放,無論是我國的經(jīng)濟(jì)體制、社會結(jié)構(gòu)、利益格局還是思想觀念都發(fā)生了深刻變革,使得我國的傳統(tǒng)社會形態(tài)發(fā)生了劇烈變化,整個社會結(jié)構(gòu)體系出現(xiàn)了許多新特征,我們許多傳統(tǒng)認(rèn)知和社會管理模式已經(jīng)無法適應(yīng)社會發(fā)展的需求了。各級黨委和政府面臨著前所未有的壓力和挑戰(zhàn),如何創(chuàng)新社會管理已越來越成為當(dāng)前的一項(xiàng)重要工作。創(chuàng)新社會管理,事關(guān)黨執(zhí)政能力的提高和執(zhí)政地位的鞏固,事關(guān)經(jīng)濟(jì)社會的發(fā)展,事關(guān)國家的的長治久安。黨的十八大工作報(bào)告明確提出了要提高社會管理科學(xué)化水平的要求。黨的十八屆三中全會也明確提出要通過全面深化改革,努力實(shí)現(xiàn)社會管理創(chuàng)新轉(zhuǎn)向社會治理的創(chuàng)新。公安邊防部隊(duì)肩負(fù)著邊境檢查、邊境治安管理和邊界巡邏、打擊偷渡以及海上緝私,維護(hù)沿邊沿海地區(qū)安全穩(wěn)定的重要職責(zé),作為公安部業(yè)務(wù)指導(dǎo)下的重要職能部門,其管理行為理所當(dāng)然地成為了政府社會管理的重要組成部分。但是隨著社會管理外部環(huán)境發(fā)生的巨大變化,傳統(tǒng)的管理手段已經(jīng)難以適應(yīng)當(dāng)今社會發(fā)展的需求。公安邊防部隊(duì)需要迫切解決如何通過自身工作來貫徹落實(shí)黨和國家的重大方針政策、對構(gòu)建社會主義和諧社會做出自己應(yīng)有的貢獻(xiàn),這些都要通過創(chuàng)新社會管理來解決。本文分析了公安邊防部隊(duì)當(dāng)前的多項(xiàng)社會管理新舉措,指出公安邊防部隊(duì)面臨著新時期社會矛盾多樣多變、邊境地區(qū)安全形勢嚴(yán)峻、違法犯罪形式翻新、自身存在不足等新形勢、新問題,并積極提出對策建議,希望可以通過革新理念、轉(zhuǎn)變方式、健全制度、創(chuàng)新手段來推進(jìn)公安邊防部隊(duì)參與社會管理創(chuàng)新。希望公安邊防部隊(duì)能更好地完成所承擔(dān)的各項(xiàng)工作任務(wù),有效地?fù)?dān)負(fù)起保衛(wèi)邊境地區(qū)安全,維護(hù)沿邊沿海地區(qū)社會秩序穩(wěn)定的重要使命,更好地服務(wù)經(jīng)濟(jì)社會發(fā)展大局。
[Abstract]:After 30 years of reform and opening up, profound changes have taken place in China's economic system, social structure, pattern of interests and ideology, which has caused dramatic changes in the traditional social formation of our country. Many new features have emerged in the whole social structure system, and many of our traditional cognitive and social management models have been unable to meet the needs of social development. Party committees and governments at all levels are facing unprecedented pressure and challenges. How to innovate social management has become an important task. The innovation of social management is related to the improvement of the Party's ruling ability and the consolidation of the ruling position, the development of the economy and society, and the long-term stability of the country. The work report of the 18th National Congress of the Party clearly put forward the requirement to improve the scientific level of social management. The third Plenary session of the 18th CPC Central Committee also clearly proposed that the innovation of social management should be transformed into the innovation of social governance through comprehensive deepening of reform. As an important functional department under the operational guidance of the Ministry of Public Security, the public security border troops shoulder the important responsibilities of border inspection, border security management and border patrol, crack down on illegal immigration and anti-smuggling at sea, and maintain the security and stability of the coastal areas along the border. Its management behavior has become an important part of government social management. However, with the great changes in the external environment of social management, the traditional management methods have been difficult to adapt to the needs of social development. The public security border guards need to solve urgently how to carry out the major principles and policies of the Party and the state through their own work and make their due contribution to the construction of a harmonious socialist society. All these should be solved through the innovation of social management. This paper analyzes several new measures of social management of public security frontier troops, and points out that public security border troops are faced with various social contradictions in the new period, the security situation in border areas is severe, and the forms of illegal and criminal crimes are renovated. The author hopes to promote the public security frontier troops to participate in the innovation of social management by innovating the idea, changing the way, perfecting the system, and innovating the means to promote the public security frontier troops to participate in the social management innovation. It is hoped that the public security frontier defense forces can better complete the various tasks they have undertaken, effectively shoulder the important mission of safeguarding the security of the border areas, maintaining social order and stability along the coastal areas along the border, and better serve the overall situation of economic and social development.
