【摘要】：政府作為一種理性的力量應(yīng)該對(duì)社會(huì)的感性行為進(jìn)行約束和規(guī)范;政府的天然職能是維護(hù)公民基本權(quán)利、供給公共物品并提供公共服務(wù),在人類面臨全球危機(jī)的背景下,應(yīng)對(duì)全球危機(jī)、保護(hù)全人類共同利益成為世界各國(guó)政府的重要職能;全球危機(jī)包括資源危機(jī)、自然危機(jī)、戰(zhàn)爭(zhēng)危機(jī)、人口危機(jī)、社會(huì)危機(jī)諸方面;在全球危機(jī)背景下,政府的管理職能不但不能削弱,反而應(yīng)該增強(qiáng),政府應(yīng)通過(guò)制定相關(guān)法律、法規(guī)并設(shè)立相應(yīng)機(jī)構(gòu)加強(qiáng)預(yù)防危機(jī)、處理危機(jī)的職能;必須正確處理政府應(yīng)對(duì)危機(jī)的職能同保護(hù)公民基本權(quán)利職能之間的相互關(guān)系;應(yīng)對(duì)全球危機(jī)更需要加強(qiáng)各國(guó)政府之間的合作,尤其是需要強(qiáng)化聯(lián)合國(guó)的作用。
[Abstract]:As a rational force, the government should restrict and regulate the perceptual behavior of the society, and the natural function of the government is to safeguard the basic rights of citizens, to supply public goods and to provide public services. In the context of the global crisis facing mankind, the natural function of government is to safeguard the basic rights of citizens, provide public goods and provide public services. To deal with global crises and protect the common interests of all mankind has become an important function of governments all over the world; the global crises include the crisis of resources, the crisis of nature, the crisis of war, the crisis of population, the crisis of society, and in the context of global crisis, The management function of the government should not be weakened, but should be strengthened. The government should strengthen the function of crisis prevention and crisis management by making relevant laws and regulations and setting up corresponding institutions. The interrelationship between the role of governments in responding to crises and the function of protecting the fundamental rights of citizens must be properly addressed; responding to global crises requires greater cooperation among governments, especially the role of the United Nations.
