【摘要】：隨著人民民主觀念的增強,民主不僅是一種普遍的政治觀念,更逐漸成為一種公認(rèn)的價值體系。從2003年“非典事件”開始,行政問責(zé)開始引起社會公眾的注意。同時,作為異體問責(zé)的公民參與行政問責(zé)的方式越來越受到國內(nèi)外學(xué)者和領(lǐng)導(dǎo)者的關(guān)注。如今,行政問責(zé)制度在法律上、制度上、理論和實踐上的研究已經(jīng)越來越完整。公民自覺參與政治活動的積極性隨著我國公民意識的覺醒和增強越來越高。無疑,公民參與行政問責(zé)制度已經(jīng)成為時代的要求,改革的趨勢。 但是令人遺憾的是,我國行政問責(zé)制度的發(fā)展才剛剛起步,公民在參與行政問責(zé)的過程中暴露出許多問題,這引發(fā)了我們對于公民參與行政問責(zé)制度的思考。筆者通過公民參與這個視點,對我國行政問責(zé)制度的現(xiàn)狀和存在問題進行研究,并且試圖提出改善相關(guān)情況的建議。 論文結(jié)構(gòu)主要分為導(dǎo)論、正文和結(jié)語三個部分。在導(dǎo)論部分論述了選題背景、研究目的和意義、研究方法和創(chuàng)新之處。正文包括以下幾個部分：第一部分,論述公民參與行政問責(zé)制度的相關(guān)理論,對行政問責(zé)制度相關(guān)概念、內(nèi)涵和理論進行整合分析；第二部分,分析了行政問責(zé)制度的構(gòu)成要素和運行機制；第三部分,對公民參與行政問責(zé)制度之間的互動進行分析,從現(xiàn)狀、互動效果、意義三個方面論述。第四部分,研究公民參與行政問責(zé)過程中出現(xiàn)的問題。第五部分,試著對上述的問題提出可行的應(yīng)對之策。
[Abstract]:With the strengthening of people's democratic concept, democracy is not only a universal political concept, but also a recognized value system. Since the SARS incident in 2003, administrative accountability has attracted the public's attention. At the same time, more and more scholars and leaders at home and abroad pay more and more attention to the way of citizen participation in administrative accountability. Nowadays, the system of administrative accountability is more and more complete in law, system, theory and practice. The enthusiasm of citizens to participate in political activities becomes higher and higher with the awakening and enhancement of citizen consciousness in our country. Undoubtedly, citizen participation in the administrative accountability system has become the demand of the times, the trend of reform. However, it is regrettable that the development of administrative accountability system in our country has just started, and many problems have been exposed in the process of citizen participation in administrative accountability, which leads us to think about the system of citizen participation in administrative accountability system. From the viewpoint of citizen participation, the author studies the present situation and existing problems of administrative accountability system in China, and tries to put forward some suggestions to improve the relevant situation. The structure of the thesis is divided into three parts: introduction, text and conclusion. In the introduction part, it discusses the background, research purpose and significance, research methods and innovations. The text includes the following parts: the first part discusses the related theory of citizen participation in the administrative accountability system, the related concept, connotation and theory of the administrative accountability system are integrated and analyzed; the second part, The third part analyzes the interaction between citizens' participation in the administrative accountability system and discusses it from three aspects: current situation, interactive effect and significance. The fourth part studies the problems in the process of citizen participation in administrative accountability. The fifth part, try to put forward the feasible countermeasures to the above problems.
