【摘要】：隨著社會的不斷發(fā)展,社會管理中遇到的各類問題不斷涌現(xiàn),單純依靠政府力量來進行社會管理,已經(jīng)變得力不從心。加上政府職能不斷擴充,這種困境越發(fā)顯著。由此,引入社會力量來分擔(dān)政府部分職能,借助社會進行外圍事務(wù)管理的思路應(yīng)運而生。流管員隊伍就是在此背景下成立的各類群防群治隊伍之一。 本研究立足本地區(qū)實際情況,綜合分析國內(nèi)外人力資源管理和公共事務(wù)管理相關(guān)理論和實踐,將相關(guān)理論和方法運用于流管員隊伍的管理中,探索與地區(qū)實際相適應(yīng)的的流管員隊伍管理方法和模式,對于存在的問題,提出有效的應(yīng)對之策,最終實現(xiàn)流管員隊伍的有效管理,使之在社會管理和服務(wù)于群眾方面發(fā)揮更大作用,為構(gòu)建和諧社會提供應(yīng)有的輔助支撐力量。 通過本文的研究,一方面為流管員隊伍的管理提供幫助,在制度設(shè)計和文化建設(shè)方面提出合理建議,實現(xiàn)流管員隊伍管理水平的提升。另一方面,希望以流管員隊伍的管理作為切入點,探討多樣化社會管理群體的構(gòu)建,形成較為成功的典型經(jīng)驗,為其他類似的群防群治隊伍管理提升打開思路。
[Abstract]:With the development of the society, all kinds of problems in the social management are emerging constantly. Relying solely on the power of the government to carry out the social management has become unfit for the purpose. Coupled with the expansion of government functions, this dilemma is becoming more and more obvious. Therefore, introducing social forces to share part of government functions, with the help of social external affairs management ideas came into being. Flow management team is in this context set up under the various groups of prevention and control team. Based on the actual situation of the region, this study comprehensively analyzes the theories and practices of human resource management and public affairs management at home and abroad, and applies the relevant theories and methods to the management of the flow management team. This paper explores the management methods and models of the flow wardens in accordance with the actual situation of the region, and puts forward effective countermeasures for the existing problems, and finally realizes the effective management of the flow managers. Make it play a greater role in social management and service to the masses, and provide the necessary auxiliary support for the construction of a harmonious society. Through the research of this paper, on the one hand, it provides the help for the management of the flow manager team, puts forward reasonable suggestions in the system design and cultural construction, and realizes the improvement of the management level of the flow manager team. On the other hand, the author hopes to discuss the construction of diversified social management groups and form a more successful typical experience by using the management of the flow management team as a starting point, and open up ideas for other similar groups of people to improve their management.
