【摘要】：中國由計(jì)劃經(jīng)濟(jì)體制向市場經(jīng)濟(jì)體制轉(zhuǎn)變,是經(jīng)濟(jì)制度上一次根本性的轉(zhuǎn)變。它逐步銷蝕了城鄉(xiāng)分治的二元化體制格局,促進(jìn)了工業(yè)化和城市化的迅速發(fā)展,于是,它對(duì)城市管理水平提出挑戰(zhàn),對(duì)中國城市政府職能定位提出了更高的要求。隨著城市化進(jìn)程的加速,城市政府在城市發(fā)展乃至整個(gè)國家與社會(huì)發(fā)展中發(fā)揮著越來越重要的作用,但是由于中國城市政府職能結(jié)構(gòu)與城市經(jīng)濟(jì)的發(fā)展不相適應(yīng),這種狀態(tài)已經(jīng)嚴(yán)重的制約了中國城市社會(huì)全面發(fā)展。城市政府職能定位已經(jīng)成為一個(gè)重要的研究課題。當(dāng)前中國正處于經(jīng)濟(jì)社會(huì)發(fā)展的轉(zhuǎn)型期,城市的發(fā)展不僅僅是一個(gè)經(jīng)濟(jì)問題,更是一個(gè)管理問題。以往對(duì)城市問題的研究大多是從經(jīng)濟(jì)角度出發(fā)的,如城市化具體發(fā)展模式選擇、城市基礎(chǔ)設(shè)施建設(shè)等,而對(duì)城市政府職能、城市政府如何有效地進(jìn)行城市治理的研究卻相對(duì)不足。本文以城市政府職能理論和行政建制理論作為指導(dǎo),運(yùn)用文獻(xiàn)分析法,從行政建制類型與市政型政府、農(nóng)政型政府管理職能差異出發(fā),梳理了城市政府的主要職能,研究和分析了城市政府職能存在的問題,闡釋了城市政府職能問題的原因。最后,針對(duì)城市政府職能存在的問題,提出了相對(duì)應(yīng)的完善措施。在提出強(qiáng)化公共服務(wù)職能和培育社會(huì)組織發(fā)展時(shí),結(jié)合西方發(fā)達(dá)國家城市政府的治理經(jīng)驗(yàn),從理論和實(shí)踐兩個(gè)方面為中國城市政府職能定位提供了一定的啟示。重新定位城市政府的基本職能,提高城市政府的治理能力,促進(jìn)中國的城鎮(zhèn)化發(fā)展是本文的關(guān)注所在。
[Abstract]:China's transition from a planned economy to a market economy is a fundamental change in the economic system. It gradually erodes the dual system of urban and rural areas and promotes the rapid development of industrialization and urbanization. Therefore, it challenges the level of urban management and puts forward higher requirements for the function of Chinese urban government. With the acceleration of urbanization, urban government is playing a more and more important role in the development of city and the whole country and society. However, the function structure of urban government in China does not adapt to the development of urban economy. This state has seriously restricted the overall development of China's urban society. The function orientation of city government has become an important research topic. At present, China is in the transition period of economic and social development, urban development is not only an economic problem, but also a management problem. In the past, most of the studies on urban problems were based on the economic perspective, such as the choice of the specific development mode of urbanization, the construction of urban infrastructure, and the functions of the city government. However, the research on how to effectively carry out urban governance is relatively insufficient. Under the guidance of the theory of urban government function and the theory of administrative system, this paper analyzes the main functions of urban government by using the method of literature analysis, starting from the differences between the types of administrative system and the management functions of municipal and agricultural governments. This paper studies and analyzes the problems existing in the function of city government, and explains the causes of the problem of function of city government. Finally, aiming at the problems existing in the function of city government, the corresponding improvement measures are put forward. In the process of strengthening the public service function and fostering the development of social organization, combining the governance experience of urban government in western developed countries, this paper provides some enlightenment for the function orientation of Chinese urban government from two aspects: theory and practice. It is the focus of this paper to reorient the basic functions of the city government, to improve the governance ability of the city government and to promote the development of urbanization in China.
