【摘要】：在建設(shè)服務(wù)型政府的環(huán)境下,政府購買體育公共服務(wù)作為一項提高政府公共服務(wù)供給能力和效率的手段被廣泛認(rèn)可和采納。政府購買體育公共服務(wù)關(guān)鍵在于研究政府的行為,研究政府如何“作為”才能實現(xiàn)購買效果的最大化。本文采用文獻資料法、訪談法、實地研究法、案例分析法等方法,以政府購買體育公共服務(wù)的理論為著力點,通過理論研究證明政府購買體育公共服務(wù)的可行性,從政府購買行為的角度對政府購買體育公共服務(wù)進行剖析,分析其行為目標(biāo)、行為主體、行為對象和行為方式,并以上海市購買市民大聯(lián)賽服務(wù)、長沙市購買游泳場館服務(wù)以及南通市通州區(qū)購買體育公共服務(wù)為研究對象,得出以下結(jié)論:出當(dāng)前政府購買體育公共服務(wù)行為具有供應(yīng)主體多樣化、購買范圍較廣泛、購買方式逐步多樣、地區(qū)差異明顯、監(jiān)管機制和績效評估制度初步形成等特點。存在以下問題:政府自身方面,重視力度不夠、政府能力有限、行政化色彩濃厚;行為目標(biāo)方面,缺乏理論和政策指導(dǎo)、目標(biāo)制定缺乏明確性和階段性;行為主體方面,購買對象的確定較單一、不具體、確定沒有立足于公眾的需求等問題;購買程序規(guī)范程度低;監(jiān)管評價機制不完善;體育社會組織的數(shù)量和質(zhì)量難以滿足政府購買的要求等問題。針對以上問題提出如下建議:加強政府自身建設(shè),提高購買水平;完善法律法規(guī)為政府購買體育公共服務(wù)提供法律支撐;構(gòu)建規(guī)范化的購買體系;推進政府購買體育公共服務(wù)的可持續(xù)發(fā)展等。
[Abstract]:Under the environment of building a service-oriented government, the purchase of sports public services by the government as a means to improve the capacity and efficiency of government public service supply has been widely recognized and adopted. The key of government purchasing sports public service is to study the government's behavior and how to "act" to maximize the purchase effect. This paper adopts the methods of literature, interview, field research, case analysis and so on to prove the feasibility of government purchase of sports public service through theoretical research, taking the theory of government purchase of sports public service as the focus. From the angle of government purchase behavior, this paper analyzes the public sports service purchased by the government, analyzes its behavior goal, behavior subject, behavior object and behavior way, and purchases the citizen league service in Shanghai. Changsha city buys swimming venue service and Nantong Tongzhou district buys sports public service as the research object, and draws the following conclusion: the current government purchase sports public service behavior has the supply main body diversification, the purchase scope is quite extensive, the conclusion is that the current government purchase sports public service behavior has the supply main body diversification, the purchase scope is quite extensive, The purchase mode is gradually diverse, the regional difference is obvious, the supervision mechanism and the performance appraisal system are initially formed and so on. There are the following problems: the government itself does not pay enough attention to, the government capacity is limited, the color of administration is strong; the behavior goal lacks the theory and policy guidance, the goal formulation lacks the clarity and the stage, the behavior main body aspect, The determination of the purchase object is single, not specific, the determination is not based on the needs of the public, the standard degree of the purchase procedure is low, the supervision and evaluation mechanism is not perfect; The quantity and quality of sports social organization are difficult to meet the demand of government purchase. In view of the above problems, the following suggestions are put forward: strengthening the government's own construction, improving the purchasing level; perfecting the laws and regulations to provide legal support for the government's purchase of public sports services; constructing a standardized purchase system; Promote the sustainable development of government purchase of public sports services.
