【摘要】：隨著我國(guó)政治和經(jīng)濟(jì)體制的改革,政府逐漸釋放其社會(huì)管理職能,不斷推進(jìn)社區(qū)建設(shè)和社區(qū)自治,與此同時(shí)轉(zhuǎn)型期的中國(guó)社會(huì)正處在社會(huì)問(wèn)題的高發(fā)期,各種社會(huì)矛盾不斷突顯,迫切需要一批成熟的社會(huì)組織去承擔(dān)政府所轉(zhuǎn)移的社會(huì)管理職能,推進(jìn)社區(qū)建設(shè)和社區(qū)自治。由于歷史原因,我國(guó)的社會(huì)組織發(fā)展尚不成熟,社區(qū)中大量的草根性公益組織發(fā)展困難,在這種背景下,志愿者組織孵化器作為一種社會(huì)組織培育的新機(jī)制出現(xiàn)在人們的眼前。本文通過(guò)文獻(xiàn)分析,在對(duì)以往文獻(xiàn)資料的梳理基礎(chǔ)上,對(duì)志愿者組織孵化器在定義、內(nèi)涵、功能等方面進(jìn)行解讀,對(duì)文章的基礎(chǔ)理論進(jìn)行綜述,包括支持性組織理論、組織生命周期理論、資源依賴?yán)碚�、社�?huì)組織孵化理論等；然后通過(guò)對(duì)包頭志愿服務(wù)學(xué)院孵化中心的實(shí)地調(diào)查與訪談,了解其具體的運(yùn)作流程情況,可以主要分為申請(qǐng)入殼、具體孵化、結(jié)束出殼三個(gè)過(guò)程,并選取具有針對(duì)性和代表性的三個(gè)方面,即備案登記、扶持、監(jiān)管制度進(jìn)行具體分析,主要從這幾個(gè)方面來(lái)對(duì)包頭志愿服務(wù)學(xué)院孵化模式進(jìn)行研究；后面對(duì)包頭志愿服務(wù)學(xué)院孵化的成效與問(wèn)題進(jìn)行總結(jié)；最后圍繞著目前包頭志愿服務(wù)學(xué)院孵化過(guò)程中存在的問(wèn)題,對(duì)進(jìn)一步完善包頭志愿服務(wù)學(xué)院孵化中心的發(fā)展,提出針對(duì)性的對(duì)策和建議。本文的研究有助于引導(dǎo)志愿者組織在自身建設(shè)中,更加注重承擔(dān)政府轉(zhuǎn)移的社會(huì)職責(zé),促使志愿者組織更好地提供公共服務(wù),參與社會(huì)管理,有利于我國(guó)公民社會(huì)與基層居民自治更好地進(jìn)一步發(fā)展。
[Abstract]:With the reform of our country's political and economic system, the government has gradually released its social management functions and continuously promoted community construction and community autonomy. At the same time, the Chinese society in the transition period is in a period of high incidence of social problems. All kinds of social contradictions are constantly highlighted, and it is urgent for a group of mature social organizations to undertake the social management functions transferred by the government and to promote community construction and community autonomy. Due to historical reasons, the development of social organizations in our country is still immature, and a large number of grass-roots public welfare organizations in the community are difficult to develop. Under this background, as a new mechanism of social organization cultivation, volunteer organization incubator appears in front of people's eyes. On the basis of literature analysis, this paper interprets the definition, connotation and function of volunteer organization incubator, and summarizes the basic theory of the article, including supporting organization theory. Organization life cycle theory, resource dependence theory, social organization incubation theory and so on; then through the field investigation and interview to the incubation center of Baotou voluntary service college, we can find out its specific operation flow, which can be mainly divided into applying for the shell. Specifically hatch, end the shell out of the three processes, and select targeted and representative of the three aspects, that is, record registration, support, regulatory system for specific analysis, Mainly from these aspects to study the incubation model of Baotou voluntary service college; the results and problems of the incubation of Baotou voluntary service college are summarized; finally, around the existing problems in the incubation process of Baotou voluntary service college. To further improve the development of the incubation center of Baotou voluntary service college, put forward targeted countermeasures and suggestions. The research in this paper is helpful to guide the volunteer organizations to pay more attention to the social responsibilities transferred by the government in their own construction, and to promote the volunteer organizations to provide better public services and participate in social management. It is conducive to the further development of civil society and grassroots residents' autonomy.
