【摘要】：通過(guò)對(duì)公眾參與政府環(huán)境治理評(píng)估的實(shí)證分析,本研究表明,參與評(píng)估受客觀效率和規(guī)范效率影響,客觀效率和規(guī)范效率的提升均會(huì)促進(jìn)公眾對(duì)政府績(jī)效給予更高的評(píng)價(jià)。本質(zhì)上,參與評(píng)估在理論上可以回歸到民主行政理論,并表現(xiàn)為參與評(píng)估在形式與內(nèi)容上對(duì)民主行政理論的表達(dá),構(gòu)成了參與評(píng)估的二重性功能。通過(guò)闡釋民主行政與參與評(píng)估之間關(guān)系,緣起于西方的民主行政理論在轉(zhuǎn)型中國(guó)具有現(xiàn)實(shí)的社會(huì)認(rèn)同基礎(chǔ),反映為公眾對(duì)效率與民主兩者的支持與需求。在更深層意義上,民主行政理論及其實(shí)踐會(huì)促進(jìn)轉(zhuǎn)型中國(guó)在合法性資源方面的拓展。
[Abstract]:Through the empirical analysis of public participation in the evaluation of government environmental governance, this study shows that participation in evaluation is affected by objective efficiency and normative efficiency, and the promotion of objective efficiency and normative efficiency will promote the public to give a higher evaluation of government performance. In essence, participation evaluation can return to the theory of democratic administration theoretically, and express the theory of democratic administration in form and content, which constitutes the dual function of participation evaluation. By explaining the relationship between democratic administration and participatory evaluation, the theory of democratic administration in the West has a realistic social identity foundation in China, which is reflected in the public support and demand for both efficiency and democracy. In a deeper sense, democratic administrative theory and its practice will promote the expansion of legitimate resources in transitional China.
