【摘要】：在京津冀地區(qū)協(xié)同發(fā)展的大背景下,面對日趨嚴(yán)重的災(zāi)害損失,應(yīng)災(zāi)管理的整合力度亟待加強(qiáng)。探索搭建京津冀地區(qū)協(xié)同應(yīng)災(zāi)管理平臺,以"災(zāi)害監(jiān)測預(yù)警系統(tǒng)、災(zāi)情信息共享系統(tǒng)、救災(zāi)物資統(tǒng)籌與應(yīng)急援助響應(yīng)機(jī)制、救災(zāi)隊(duì)伍互助機(jī)制、災(zāi)后協(xié)同援建機(jī)制"為支撐,五位一體,協(xié)同聯(lián)動,實(shí)現(xiàn)聯(lián)防聯(lián)控、資源共享、優(yōu)勢互補(bǔ),共同提升京津冀地區(qū)協(xié)同應(yīng)災(zāi)能力。在此基礎(chǔ)上,提出京津冀建立協(xié)同應(yīng)災(zāi)管理平臺運(yùn)行的保障機(jī)制。
[Abstract]:In the context of the coordinated development of Beijing, Tianjin and Hebei region, in the face of the increasingly serious disaster losses, the integration of disaster management should be strengthened urgently. The coordination of disaster management platform is explored and built, with the disaster monitoring and warning system, the disaster information sharing system, the relief material system and emergency assistance response mechanism, and the mutual aid mechanism of the disaster relief team. The mechanism of coordination and aid construction after disaster is "support, five in one, coordinated linkage, joint control, sharing of resources and complementary advantages, and jointly enhancing the synergistic response of Beijing, Tianjin and Hebei Province." on this basis, a safeguard mechanism for the operation of coordinated disaster management platform in Beijing, Tianjin and Hebei is put forward.
