【摘要】：經(jīng)濟(jì)科技全球化進(jìn)程的加快促使世界各國的經(jīng)濟(jì)技術(shù)競爭日趨激烈,一個國家創(chuàng)新能力的強(qiáng)弱與創(chuàng)新效率的高低已經(jīng)日益成為一國國際競爭力決定性因素�？茖W(xué)構(gòu)建區(qū)域創(chuàng)新體系創(chuàng)新績效的評價指標(biāo)并運(yùn)用科學(xué)的方法對區(qū)域創(chuàng)新體系的創(chuàng)新績效進(jìn)行客觀評價,有助于發(fā)現(xiàn)區(qū)域創(chuàng)新體系中存在的深層次問題,以供政府制定科學(xué)合理的政策。本文在創(chuàng)新系統(tǒng)理論與投入產(chǎn)出理論的基礎(chǔ)上,重新界定了區(qū)域創(chuàng)新體系、區(qū)域創(chuàng)新體系創(chuàng)新績效以及區(qū)域創(chuàng)新體系創(chuàng)新績效評價的內(nèi)涵并詳細(xì)闡述了區(qū)域創(chuàng)新體系創(chuàng)新績效的內(nèi)容以及對其評價的意義。同時,本文在評價指標(biāo)選擇原則的指導(dǎo)下,結(jié)合現(xiàn)實(shí)情況構(gòu)建了區(qū)域創(chuàng)新體系創(chuàng)新績效的評價指標(biāo)體系,并運(yùn)用二階段DEA方法對我國30個地區(qū)(西藏除外)2004-2008年的區(qū)域創(chuàng)新體系的創(chuàng)新績效進(jìn)行了實(shí)證分析。研究發(fā)現(xiàn),遼寧省區(qū)域創(chuàng)新體系的技術(shù)效率與經(jīng)濟(jì)效率水平不高。究其原因主要表現(xiàn)在其創(chuàng)新資源利用效率不高,創(chuàng)新環(huán)境有待改善,產(chǎn)學(xué)研缺乏統(tǒng)籌協(xié)調(diào)以及高校與科研機(jī)構(gòu)科技成果轉(zhuǎn)化困難。針對上述原因,本文提出如下政策建議:一是深化科技體制改革,提高科技資源的使用效率;二是搭建科技成果轉(zhuǎn)化平臺,促進(jìn)遼寧科技成果產(chǎn)業(yè)化;三是積極轉(zhuǎn)變思路,推動高校和科研機(jī)構(gòu)的科技成果轉(zhuǎn)化。
[Abstract]:With the acceleration of the globalization of economy and technology, the competition of economy and technology in the world is becoming more and more fierce. The strength of a country's innovation ability and the level of innovation efficiency have become a decisive factor of a country's international competitiveness. Constructing the evaluation index of innovation performance of regional innovation system scientifically and objectively evaluating the innovation performance of regional innovation system by scientific method will help to find the deep-seated problems in regional innovation system. For the government to formulate a scientific and rational policy. On the basis of innovation system theory and input-output theory, this paper redefines regional innovation system. The connotation of regional innovation system innovation performance and the evaluation of regional innovation system innovation performance are discussed in detail. The content of regional innovation system innovation performance and its evaluation significance are discussed in detail. At the same time, under the guidance of the evaluation index selection principle, this paper constructs the evaluation index system of the innovation performance of the regional innovation system according to the actual situation. An empirical analysis of the innovation performance of the regional innovation system in 30 regions of China (except Tibet) from 2004 to 2008 is carried out by using the two-stage DEA method. It is found that the level of technical efficiency and economic efficiency of regional innovation system in Liaoning Province is not high. The main reasons are that the utilization efficiency of innovative resources is not high, the innovation environment needs to be improved, the production, education and research lack of coordination, and the transformation of scientific and technological achievements between universities and scientific research institutions is difficult. In view of the above reasons, this paper puts forward the following policy suggestions: first, to deepen the reform of the science and technology system, to improve the efficiency of the use of scientific and technological resources; second, to build a platform for the transformation of scientific and technological achievements, to promote the industrialization of scientific and technological achievements in Liaoning; and third, to actively change the Promote the transformation of scientific and technological achievements of universities and scientific research institutions.
