【摘要】：電子政務(wù)是當(dāng)今世界國(guó)家信息化發(fā)展的不可或缺的一項(xiàng)任務(wù)。實(shí)踐表明電子政務(wù)建設(shè)與否是信息化城市建設(shè)的標(biāo)志。當(dāng)今世界各地都在積極推進(jìn)電子政務(wù)建設(shè)工作,利用電子政務(wù)信息化交流水平高,對(duì)提高政務(wù)工作效率起到一定作用,并且能帶動(dòng)社會(huì)和經(jīng)濟(jì)發(fā)展,通過(guò)提升城市形象吸引投資,帶動(dòng)當(dāng)?shù)亟?jīng)濟(jì)建設(shè)。而基層政府的電子政務(wù)腳步進(jìn)行緩慢,希望通過(guò)調(diào)查研究和改革,能夠使基層電子政務(wù)步入一個(gè)新的軌道,發(fā)展完善,真正為民所用。本文深入分析陽(yáng)坊鎮(zhèn)電子政務(wù)的現(xiàn)狀,結(jié)合基層電子政務(wù)特點(diǎn),指出目前陽(yáng)坊鎮(zhèn)電子政務(wù)建設(shè)存在著缺乏統(tǒng)一的規(guī)劃、電子政務(wù)功能上的欠缺、欠缺信息化意識(shí),知曉率低、人才匱乏、后續(xù)應(yīng)用管理滯后等問(wèn)題及制約因素。通過(guò)對(duì)國(guó)內(nèi)外電子政務(wù)建設(shè)經(jīng)驗(yàn)的總結(jié),找出陽(yáng)坊鎮(zhèn)電子政務(wù)建設(shè)的借鑒點(diǎn),結(jié)合陽(yáng)坊鎮(zhèn)實(shí)際,本文提出了陽(yáng)坊鎮(zhèn)電子政務(wù)的發(fā)展目標(biāo),并就如何改進(jìn)陽(yáng)坊鎮(zhèn)電子對(duì)如何加快陽(yáng)坊鎮(zhèn)電子政務(wù)建設(shè)進(jìn)行了分析,提出統(tǒng)一規(guī)劃陽(yáng)坊鎮(zhèn)的電子政務(wù)、完善電子政務(wù)功能,提高信息服務(wù)水平、加大公共網(wǎng)站的知曉率,建設(shè)以公眾、企業(yè)為中心的電子政務(wù)、加強(qiáng)人才隊(duì)伍建設(shè)、探索發(fā)展電子民主等對(duì)策和建議。作者希望通過(guò)研究,使陽(yáng)坊鎮(zhèn)的電子政務(wù)更加親民,能真正提高辦事效率,真正成為為民所用、為民所知的新型辦公方式,更加緊密的聯(lián)系部門與部門、政府與群眾、群眾與群眾,互相交流、監(jiān)督的辦公平臺(tái)。
[Abstract]:E-government is an indispensable task for the development of information technology in the world. Practice shows that e-government construction is the symbol of information city construction. Today, all parts of the world are actively promoting the construction of electronic government affairs. The use of electronic government information exchanges has a high level of communication, plays a certain role in improving the efficiency of government affairs work, and can promote social and economic development. By raising the image of the city to attract investment, promote local economic construction. But the pace of the grass-roots government e-government is slow, hope through investigation and research and reform, can make the grass-roots e-government into a new track, development and perfection, really for the people to use. This article deeply analyzes the present situation of the electronic government affairs in Yangfang Town, and points out that the construction of the electronic government affairs in Yangfang Town lacks the unified planning, the lack of the function of the electronic government affairs, the lack of information consciousness, and the low awareness rate, combined with the characteristics of the grass-roots electronic government affairs. Lack of talent, follow-up application management lag and other problems and constraints. Through summing up the experience of E-government construction at home and abroad, this paper finds out the reference points of E-government construction in Yangfang Town, and combines with the actual situation of Yangfang Town, this paper puts forward the development goal of E-Government in Yangfang Town. It also analyzes how to improve the electronic government construction of Yangfang Town, puts forward the unified planning of the electronic government affairs of Yangfang Town, consummates the function of E-government, improves the level of information service, and increases the awareness rate of public website. It is necessary to construct E-government with public and enterprise as the center, strengthen the construction of talent team, and explore the countermeasures and suggestions for the development of electronic democracy. The author hopes to make the e-government of Yangfang Town more friendly to the people, to improve the efficiency of work, to become a new type of office for the people and the people, to be more closely related to departments and departments, to the government and the masses. The office platform where the masses and the masses communicate and supervise each other.
