信息論視角下的政務(wù)微博運(yùn)用研究

【摘要】:微博已經(jīng)成為中國(guó)不可或缺的輿論場(chǎng)和各類輿情的重要來源地,在如此重要的輿論場(chǎng)以及大量信息頻繁交流的平臺(tái)上,政府部門不能缺席。開通政務(wù)微博,是政府深刻認(rèn)識(shí)微博,管理微博的最佳途徑。本文基于信息論的視角,以信息傳遞性原理、時(shí)空變化性原理、信息變換原理以及反饋原理為理論基礎(chǔ)來研究政務(wù)微博的運(yùn)用。第一章主要從服務(wù)型政府的要求、微博使用者的龐大信息消費(fèi)需求以及互聯(lián)網(wǎng)技術(shù)的日益嫻熟三個(gè)方面來闡述政務(wù)微博產(chǎn)生的必然性。第二章基于信息傳遞性原理,從信源、編碼、信道、信宿、環(huán)境五個(gè)角度來論述目前我國(guó)政務(wù)微博運(yùn)用中遇到的問題。第三章從信息傳遞過程中發(fā)現(xiàn)的問題來探析問題成因,首先,信源的特性在一定程度上從源頭干擾了信息的傳遞;其次,編碼紊亂造成接收者理解有誤;再次,信宿的多元化造成了信息接收的差別;最后,信息傳遞所處的內(nèi)外部環(huán)境一定程度上造成了信道的堵塞影響了信息傳遞。第四章結(jié)合理論與實(shí)際,針對(duì)我國(guó)政務(wù)微博運(yùn)用中出現(xiàn)的問題提出相應(yīng)對(duì)策,第一節(jié)提出從信源、內(nèi)容以及媒介三方面來提升政務(wù)微博的可信度;第二節(jié)通過提升政務(wù)微博管理人員的媒介素養(yǎng)以及政務(wù)微博自身的有效運(yùn)營(yíng)來加強(qiáng)對(duì)政務(wù)微博這一新溝通渠道的掌控;第三節(jié)主要從編碼方面,也就是改善政務(wù)微博內(nèi)容來增強(qiáng)網(wǎng)民對(duì)政務(wù)微博內(nèi)容的獲取度;第四節(jié)主要從塑造政務(wù)微博品牌、規(guī)范微博的常態(tài)化運(yùn)營(yíng)以及強(qiáng)化政務(wù)微博的服務(wù)屬性來提高政務(wù)微博的存在感以及民眾對(duì)政務(wù)微博的好感度,以此來提高民眾對(duì)政務(wù)微博的關(guān)注度。
[Abstract]:Weibo has become an indispensable public opinion field and an important source of all kinds of public opinion in China, in such an important public opinion field and a large number of information exchange platform, the government can not be absent. Open government affairs Weibo, it is the best way that government knows Weibo deeply, manage Weibo. Based on the perspective of information theory, this paper studies the application of Weibo in government affairs on the basis of the principle of information transitivity, the principle of spatio-temporal variability, the principle of information transformation and the principle of feedback. The first chapter mainly expounds the inevitability of government affairs Weibo from three aspects: the requirement of service-oriented government, the huge information consumption demand of Weibo users and the increasingly skilled Internet technology. In the second chapter, based on the principle of information transitivity, the problems encountered in the application of Weibo in China are discussed from five aspects: source, coding, channel, home and environment. The third chapter analyzes the causes of the problem from the problems found in the process of information transmission. Firstly, the characteristics of the source interfere with the transmission of information from the source to a certain extent; secondly, the disorder of coding causes the receiver to have a wrong understanding; again, In the end, the internal and external environment of the information transmission caused the blocking of the channel to some extent, which affected the information transmission. The fourth chapter combines the theory and practice, puts forward the corresponding countermeasures to the problems in the application of government Weibo in our country. The first section proposes to enhance the credibility of government Weibo from three aspects: information source, content and media. The second section strengthens the control of the new communication channel of the government affairs Weibo by improving the media literacy of the government affairs Weibo administrators and the effective operation of the government affairs Weibo itself; the third section mainly from the coding aspect, That is, to improve the content of government Weibo to enhance Internet users' access to the content of government affairs Weibo. Section four mainly focuses on shaping the Weibo brand of government affairs. Standardizing the normal operation of Weibo and strengthening the service attribute of Weibo can improve the sense of existence of Weibo and the good sensitivity of the public to the government Weibo, so as to improve the public's attention to the government affairs Weibo.
