【摘要】：最近幾年,與鄉(xiāng)鎮(zhèn)治理緊密相連的分析內(nèi)容成為了理論界探討的焦點議題,在政府相關(guān)理論分析中其也被提升到了較為重要的位置。我黨十八屆三中全會強調(diào)要加快對社會治理體制的革新,不斷推動國家治理體系的完善,提升治理能力,加強社會治理體制的科學(xué)性與有效性。上述內(nèi)容表明,在有關(guān)我國治理體系與治理能力的變革中,必須要充分認(rèn)識到創(chuàng)新社會治理體制的重要價值,堅決貫徹創(chuàng)新社會治理體制的目標(biāo)不能動搖,結(jié)合這一工作在現(xiàn)實操作中所遭遇的各種問題尋求真正實現(xiàn)創(chuàng)新社會治理體系的解決之道和對策。本課題針對鄉(xiāng)鎮(zhèn)政府治理的相關(guān)概念,對鄉(xiāng)鎮(zhèn)政府治理能力的具體涵義展開理論分析,同時對這一內(nèi)容建立了分析框架,其主要囊括資源汲取能力、資源使用能力及資源配置能力三個方面的內(nèi)容,用于衡量鄉(xiāng)鎮(zhèn)治理能力的高低水平。鄉(xiāng)鎮(zhèn)政府可以參照相關(guān)法律制度并在合乎規(guī)則的情況下對社會資源進行吸收,隨后將其深入到整體框架內(nèi)部針對各機構(gòu)做好整合調(diào)配,同時針對社會治理做好資源投放工作。結(jié)合上述內(nèi)容可以看到,資源治理能力重點涵蓋了做好上級決策落實、推動區(qū)域發(fā)展以及做好公共管理和加強制度革新等,其核心是確保公共利益不受侵犯。本文著力以寧波市鄉(xiāng)鎮(zhèn)政府為樣本從上述方面進行了案例分析。分析了當(dāng)前浙江省寧波市的鄉(xiāng)鎮(zhèn)政府社會治理能力的真實狀況及面臨的各種困境,主要目的是尋找改進與完善的相關(guān)策略,為推動該地區(qū)鄉(xiāng)鎮(zhèn)政府社會治理能力的不斷提升提供對應(yīng)措施。對美日等世界其他經(jīng)濟發(fā)達地區(qū)的鄉(xiāng)鎮(zhèn)治理實踐進行了認(rèn)真分析,對其操作中的具體經(jīng)驗進行了深入研究,這些地區(qū)打破治理系統(tǒng)單一化的缺陷,對治理權(quán)責(zé)進行了很好的界定,另外民眾的主動參與和完善的監(jiān)管機制也是非常重要的內(nèi)容。本篇文章結(jié)合世界國家鄉(xiāng)鎮(zhèn)政府的治理實踐,同時結(jié)合寧波市鄉(xiāng)鎮(zhèn)治理能力的實際狀況,主要結(jié)合提高鄉(xiāng)鎮(zhèn)經(jīng)濟發(fā)展水平、優(yōu)化鄉(xiāng)鎮(zhèn)資源結(jié)構(gòu)配置和加強政府的自我管理等幾個角度對寧波市鄉(xiāng)鎮(zhèn)政府治理能力的提升展開細致分析。
[Abstract]:In recent years, the content of analysis which is closely related to township governance has become the focus of discussion in the theoretical circle, and it has also been promoted to a more important position in the relevant theoretical analysis of the government. The third Plenary session of the 18th CPC Central Committee emphasized the need to speed up the reform of the social governance system, to constantly promote the perfection of the national governance system, to enhance the governance ability, and to strengthen the scientific and effective nature of the social governance system. The above contents show that in the reform of China's governance system and ability, it is necessary to fully recognize the important value of innovating the social governance system and firmly implement the goal of innovating the social governance system. Combined with the problems encountered in the practical operation of this work, the solution and countermeasures to realize the innovation of the social governance system are sought. This topic aims at the related concept of township government governance, carries on the theoretical analysis to the specific meaning of the township government governance ability, at the same time has established the analysis frame to this content, which mainly includes the resources absorption ability, The three aspects of resource utilization ability and resource allocation ability are used to measure the level of township governance ability. The township government can refer to the relevant legal system and absorb the social resources in accordance with the rules, and then go deep into the overall framework to integrate and deploy the institutions, and at the same time, do a good job of resource investment for social governance. It can be seen from the above contents that the ability of resource governance mainly covers the implementation of superior decision, the promotion of regional development, the improvement of public administration and the strengthening of institutional innovation, etc. The core of which is to ensure that the public interest is not infringed upon. This paper focuses on Ningbo township government as a sample from the above aspects of the case study. This paper analyzes the real situation of the township government's social governance ability in Ningbo, Zhejiang Province, and the various difficulties it faces, the main purpose of which is to find the relevant strategies for improvement and perfection. In order to promote the local township government social governance capacity to provide corresponding measures. This paper makes a careful analysis of the practice of township governance in other economically developed regions of the world, such as the United States and Japan, and makes a thorough study of the specific experience in its operation. The governance power and responsibility are well defined, in addition, the active participation of the public and perfect regulatory mechanism are also very important content. This article combines the governance practice of the township governments in the world and the actual situation of the township governance capacity in Ningbo, mainly combining with the improvement of the level of township economic development. From the perspectives of optimizing the structure of township resources and strengthening the government's self-management, this paper makes a detailed analysis on the improvement of the governance ability of the township government in Ningbo.
