【摘要】：當(dāng)前,我國救災(zāi)領(lǐng)域的社會資源控制主體日益多元化,特別是在汶川地震以后以非營利組織為主體的社會力量在災(zāi)害救助全過程中呈現(xiàn)出持續(xù)性深度參與的態(tài)勢。但是,由于我國政府應(yīng)急管理體系對于非營利組織參與災(zāi)害救助缺乏系統(tǒng)的制度規(guī)定,自發(fā)無序、救災(zāi)效果不明顯等問題逐漸顯現(xiàn)。因此,以汶川地震以后蘆山地震、岷漳地震、魯?shù)榈卣鹑沃卮笞匀粸?zāi)害中政府與非營利組織互動為典型案例,根據(jù)當(dāng)?shù)厣鐣M織的發(fā)育情況和政府部門的協(xié)調(diào)能力,探討和總結(jié)出群團(tuán)組織協(xié)調(diào)模式、半官方NGO協(xié)調(diào)模式、民政部門協(xié)調(diào)模式三種互動模式。在此基礎(chǔ)上,逐步探索出針對災(zāi)害救助中各階段的不同特點(diǎn),使政府與非營利組織之間形成深度良性互動,進(jìn)而能夠充分激發(fā)社會資本活力的差異化立體災(zāi)害救助模式。
[Abstract]:At present, the social resource control subjects in the field of disaster relief in China are increasingly diversified, especially in the Wenchuan earthquake after the non-profit organizations as the main social forces in the whole process of disaster relief presents a sustained situation of deep participation. However, due to the lack of systematic regulations on the participation of non-profit organizations in disaster relief in the emergency management system of our country, the problems of spontaneous disorder and indistinct relief effect have gradually appeared. Therefore, taking the Lushan earthquake, the Minzhang earthquake and the Ludian earthquake after the Wenchuan earthquake as typical cases of the interaction between the government and non-profit organizations in the three major natural disasters, according to the development of local social organizations and the coordination ability of government departments, This paper discusses and summarizes three kinds of interactive modes: group organization coordination mode, semi-official NGO coordination mode and civil affairs department coordination mode. On this basis, we gradually explore the different characteristics of different stages of disaster relief, so that the government and non-profit organizations form a deep and benign interaction, and then can fully stimulate the social capital vitality of the three-dimensional disaster relief model.
