【摘要】：中國(guó)政府購(gòu)買(mǎi)公共服務(wù)處于全面推廣階段,制度建設(shè)也在探索和完善過(guò)程之中。在這個(gè)背景下,探索政府購(gòu)買(mǎi)公共服務(wù)的制度目標(biāo)模式并用來(lái)指導(dǎo)制度設(shè)計(jì),具有十分重要的理論意義和現(xiàn)實(shí)價(jià)值。本質(zhì)上講,政府購(gòu)買(mǎi)公共服務(wù)是一個(gè)市場(chǎng)化、社會(huì)化、民主化的改革過(guò)程,這三重路徑在主體、程序、內(nèi)容等三個(gè)層面各有其具體的表現(xiàn)。在兩維視角下建構(gòu)政府購(gòu)買(mǎi)公共服務(wù)的制度目標(biāo)模式并運(yùn)用該模式對(duì)政府購(gòu)買(mǎi)公共服務(wù)的案例進(jìn)行評(píng)價(jià),可以發(fā)現(xiàn)當(dāng)前政府購(gòu)買(mǎi)公共服務(wù)的制度建設(shè)狀態(tài)和存在的具體問(wèn)題。政府購(gòu)買(mǎi)公共服務(wù)制度目標(biāo)模式的實(shí)現(xiàn)路徑應(yīng)該是打破市場(chǎng)割據(jù)、提升合同管理水平、加速行政化、實(shí)行購(gòu)買(mǎi)和評(píng)估由第三方承擔(dān)的制度安排、鼓勵(lì)公共服務(wù)相關(guān)方成立團(tuán)體、建立財(cái)務(wù)公開(kāi)透明制度。
[Abstract]:The government purchase of public service is in a comprehensive promotion stage, and the construction of the system is also in the process of exploration and improvement. Under this background, it is of great theoretical and practical value to explore the system target model of the government purchase of public service and guide the design of the system. In essence, the government purchase public service is a city. The three paths have their specific performance in three aspects: the main body, the procedure, the content and so on. In the perspective of the two dimension, the government purchase the public service system target model and use this model to evaluate the cases of the government purchase public service, and we can find the current government purchase the public service. The path of the government to purchase the public service system should be to break the market separatist, improve the management level of the contract, accelerate the administration, purchase and evaluate the institutional arrangements undertaken by the third parties, encourage the parties to establish the public service and establish the system of financial transparency and transparency.
