【摘要】：本文利用2003—2013年中國城市數(shù)據(jù),探討行政等級是否通過影響城市公共服務(wù)資源配置,從而間接影響城市人口分布。研究結(jié)果表明,城市行政等級、公共服務(wù)水平和城市人口規(guī)模三者之間存在遞進的正向作用關(guān)系。城市行政等級越高,其配置公共服務(wù)資源的權(quán)力越大,越能集中公共服務(wù)資源,從而導致城市之間因行政等級不同而出現(xiàn)公共服務(wù)水平的差異。這種差異進一步導致城市人口出現(xiàn)向大城市一側(cè)的偏態(tài)分布。因此,解決日趨嚴重的"大城市病"和城市發(fā)展不協(xié)調(diào)等問題,就需要糾正行政權(quán)力在城市之間公共服務(wù)資源配置中所產(chǎn)生的偏差,推動公共服務(wù)資源向低行政等級的城市配置,逐步縮小城市之間公共服務(wù)水平的差異。
[Abstract]:Based on the data of Chinese cities from 2003 to 2013, this paper discusses whether the administrative level affects the distribution of urban population indirectly by influencing the allocation of urban public service resources. The results show that there is a progressive positive relationship among the levels of urban administration, the level of public service and the scale of urban population. The higher the level of urban administration, the greater the power to allocate public service resources, and the greater the concentration of public service resources, which leads to the difference of public service level between cities due to different administrative levels. This difference further leads to the skewed distribution of urban population to the side of big cities. Therefore, it is necessary to correct the deviation of administrative power in the allocation of public service resources among cities in order to solve the increasingly serious problems such as "big city disease" and the uncoordinated development of cities. To promote the allocation of public service resources to low administrative level cities, and gradually reduce the difference of public service level between cities.
