【摘要】：國家民委實施創(chuàng)建“全國民族團結(jié)進步示范州(地區(qū)、市、盟)”試點計劃具有偉大的戰(zhàn)略實踐意義,必須開展相關(guān)創(chuàng)建實踐與經(jīng)驗研究。湘西土家族苗族自治州(以下簡稱湘西州)是2013年國家民委確定的13個“全國民族團結(jié)進步示范州(地區(qū)、市、盟)”試點之一,湘西州的民族團結(jié)進步創(chuàng)建工作跨入新階段,為此通過文獻綜述、社會實踐和歸納總結(jié)的方法,歷史與現(xiàn)實相結(jié)合,宏觀與微觀相結(jié)合,歸納了湘西州創(chuàng)建“全國民族團結(jié)進步示范州”的主要實踐,充分體現(xiàn)湘西州在實際工作中對民族團結(jié)理論的具體實施情況,總結(jié)提煉其創(chuàng)建“全國民族團結(jié)進步示范州”的重要經(jīng)驗,具有一定的理論和創(chuàng)新價值,對民族團結(jié)進步的系統(tǒng)性、科學(xué)性和可操作性具有提升作用,對補充、深化、完善并拓展馬克思主義和中國特色社會主義民族團結(jié)理論具有深遠(yuǎn)意義。湘西州創(chuàng)建“全國民族團結(jié)進步示范州”的主要實踐包括:以民族事務(wù)治理法治化實現(xiàn)湘西州民族團結(jié)和社會穩(wěn)定;以創(chuàng)新發(fā)展方式實現(xiàn)湘西州民族經(jīng)濟跨越發(fā)展;以基本公共服務(wù)均等化實現(xiàn)湘西州民生改善保障;以民族精神家園建設(shè)實現(xiàn)湘西州民族文化繁榮;以民族團結(jié)進步創(chuàng)建工作打造湘西州民族團結(jié)進步的樣板。結(jié)合主要實踐內(nèi)容,總結(jié)湘西州創(chuàng)建“全國民族團結(jié)進步示范州”的重要經(jīng)驗涵蓋四個方面:必須切實抓住落實黨的民族宗教政策和法律法規(guī)之關(guān)鍵;必須鞏固黨在民族地區(qū)的執(zhí)政根基夯實民族團結(jié)進步之基礎(chǔ);必須始終立足加快脫貧發(fā)展是增強民族團結(jié)進步之核心問題;凸顯提升文化軟實力和建立良好生態(tài)環(huán)境之特色。湘西州廣泛開展創(chuàng)建“全國民族團結(jié)進步示范州”試點活動,2016年11月通過國家民委的試點驗收,被正式命名為“全國民族團結(jié)進步示范州”。湘西州創(chuàng)建“全國民族團結(jié)進步示范州”的重要經(jīng)驗為馬克思主義民族理論和政策研究領(lǐng)域開拓了新的切入點,為鞏固和發(fā)展我國新時期的新型民族關(guān)系提供了現(xiàn)實可循借鑒,為研究我國民族團結(jié)進步提供了新案例和新視角,為湖南省和我國其他多民族地區(qū)創(chuàng)建民族團結(jié)進步示范區(qū)提供了切實可行的指導(dǎo)和參考。
[Abstract]:It is of great strategic practical significance for the National Civil Affairs Commission to carry out the pilot program of "the National National Unity and Progress Model State (region, City, League)", so it is necessary to carry out the relevant establishment practice and experience study. Xiangxi Tujia and Miao Autonomous Prefecture (hereinafter referred to as Xiangxi Autonomous Prefecture) is one of the 13 "National National Unity and Progress demonstration prefectures (regions, cities, and League)" established by the State Democratic Commission in 2013. The work of establishing the national unity and progress in Xiangxi has entered a new stage. Through literature review, methods of social practice and summing up, combination of history and reality, combination of macro and micro, the main practice of establishing "national demonstration state of national unity and progress" in Xiangxi Prefecture is summarized. Fully reflecting the concrete implementation of the theory of national unity in the actual work of Xiangxi, summing up and refining its important experience in establishing the "National National Unity and Progress demonstration State", having certain theoretical and innovative value, It can enhance the systematicness, scientificalness and maneuverability of the progress of national unity, and has far-reaching significance to supplement, deepen, perfect and expand the theory of Marxism and socialist national unity with Chinese characteristics. The main practice of establishing the "National Model State of National Unity and Progress" in Xiangxi is as follows: realizing the national unity and social stability by the rule of law in the governance of national affairs, realizing the leap development of the national economy in Xiangxi by innovative development; To achieve the basic public service equalization to improve the livelihood of Xiangxi; to build a national spiritual homeland to achieve the prosperity of national culture in Xiangxi; to create the work of national unity and progress to create a model of Xiangxi national unity and progress. Combined with the main practical contents, this paper sums up the important experience of establishing the "National demonstration State of National Unity and Progress" in Xiangxi, covering four aspects: the key to the implementation of the Party's ethnic and religious policies and laws and regulations must be earnestly grasped; It is necessary to consolidate the ruling foundation of the Party in minority areas and consolidate the foundation of national unity and progress; must always base itself on speeding up the development of national unity and development is the core problem of strengthening national unity and progress; highlight the characteristics of enhancing cultural soft power and establishing a good ecological environment. The pilot activity of establishing a "national demonstration state of national unity and progress" was widely carried out in Xiangxi prefecture. In November 2016, it was officially named "the national model state of national unity and progress" through the acceptance of the pilot project by the National people's Commission. The important experience of establishing the "National National Unity and Progress demonstration State" in Xiangxi Prefecture has opened up a new breakthrough point for the research field of Marxist national theory and policy, and has provided a practical reference for consolidating and developing the new national relations in the new period of our country. It provides a new case and a new angle of view for the study of national unity and progress in our country, and provides practical guidance and reference for Hunan Province and other multi-ethnic areas in China to establish a demonstration area of national unity and progress.
