【摘要】：改革開放以來(lái),隨著我國(guó)市場(chǎng)經(jīng)濟(jì)的迅速發(fā)展和政府職能的不斷轉(zhuǎn)變,社會(huì)組織逐漸發(fā)展壯大,開始成為國(guó)家建立創(chuàng)新社會(huì)治理機(jī)制的重要載體,在滿足社會(huì)公共需求和推進(jìn)社會(huì)建設(shè)方面發(fā)揮著重要作用。因此如何處理政府與社會(huì)組織的關(guān)系,成為當(dāng)前政府在職能轉(zhuǎn)變以及社會(huì)管理創(chuàng)新中所面臨的重要課題。然而,在政府與社會(huì)組織合作互動(dòng)中,經(jīng)常存在局部利益沖突或競(jìng)爭(zhēng),政府對(duì)于社會(huì)組織的各項(xiàng)政策支持措施也存在差別和局限。如何改善政府與社會(huì)組織之間的合作模式,重塑政府與社會(huì)組織之間的互動(dòng)關(guān)系,推動(dòng)雙方實(shí)現(xiàn)“共贏”局面,是本文探討的重點(diǎn)。本文在研究了我國(guó)社會(huì)組織發(fā)展歷程的基礎(chǔ)上,對(duì)近十年來(lái)社會(huì)團(tuán)體、民辦非企業(yè)、基金會(huì)三類社會(huì)組織做了數(shù)據(jù)對(duì)比,充分研究了近年來(lái)社會(huì)組織發(fā)展趨勢(shì)及結(jié)構(gòu)變化,重點(diǎn)研究了各類社會(huì)組織扶持政策工具的適應(yīng)性及其效果。同時(shí),運(yùn)用博弈的方法分析了政府與社會(huì)組織在靜態(tài)和動(dòng)態(tài)博弈中的合作競(jìng)爭(zhēng)關(guān)系,研究影響政府與社會(huì)組織合作的主要因素及利益分配機(jī)制。然后,以深圳市鹽田區(qū)的社會(huì)組織發(fā)展作為案例進(jìn)行實(shí)證分析,最后對(duì)當(dāng)前政府與社會(huì)組織存在的問(wèn)題提出可操作性的建議。
[Abstract]:Since the reform and opening up, with the rapid development of our market economy and the continuous transformation of government functions, social organizations have gradually developed and strengthened, and have become an important carrier for the country to establish innovative social governance mechanisms. It plays an important role in meeting social public needs and promoting social construction. Therefore, how to deal with the relationship between government and social organizations has become an important subject in the transformation of government functions and the innovation of social management. However, in the cooperative interaction between the government and social organizations, there are often local conflicts of interest or competition, and there are also differences and limitations in government policy support measures for social organizations. How to improve the cooperation model between the government and social organizations, to reshape the interaction between government and social organizations, and to promote the "win-win" situation between the two sides is the focus of this paper. On the basis of studying the development course of social organization in China, this paper compares the data of three kinds of social organizations in the past ten years, such as social organizations, private non-enterprises and foundations, and fully studies the development trend and structural changes of social organizations in recent years. The adaptability and effect of various kinds of social organization support policy tools are studied. At the same time, the paper analyzes the cooperative competition relationship between government and social organization in static and dynamic game, and studies the main factors that affect the cooperation between government and social organization and the mechanism of benefit distribution. Then, taking the development of social organization in Yantian District of Shenzhen as a case study, the author puts forward some feasible suggestions on the problems existing in the current government and social organization.
