【摘要】：基礎設施是經(jīng)濟發(fā)展、政治穩(wěn)定、社會進步和公眾生活的有力保障,在社會發(fā)展中起基礎性作用。隨著全球城市化的高速發(fā)展,根據(jù)諾薩姆S型曲線規(guī)律,我國的城市化水平處在加速發(fā)展階段,其發(fā)展速度呈穩(wěn)步上升趨勢,在城市化發(fā)展過程中,城市基礎設施與城市發(fā)展相互作用,尤其是城市公益性基礎設施的發(fā)展,體現(xiàn)了城市的治理理念、生活質量和接納能力。城市公益性基礎設施強調公益性和公平性,作為以政府主導的城市管理,是體現(xiàn)地方政府治理城市的一個衡量標準。由于我國的城市化起步較晚,經(jīng)濟發(fā)展水平低,在其發(fā)展進程中,遇到了城市發(fā)展與公益性基礎設施的一系列矛盾,出現(xiàn)了經(jīng)濟發(fā)展與市政建設的不同步,本文也是以此為背景,在全面分析城市公益性基礎設施管理出現(xiàn)的問題及原因的前提下,尋求可操作性的解決方案。論文研究對象為城市公益性基礎設施,在研究方法上,綜合運用了閱讀文獻法、定性分析法、個案研究法和對比研究法。論文主體分為四部分,第一部分界定了城市公益性基礎設施的范圍,從公共物品、公用設施和公共基礎設施引申而來,進而總結城市公益性基礎設施的特征以及分類。對公益性基礎設施的分類是本文的創(chuàng)新之處,采用了系統(tǒng)分析方法,根據(jù)基礎設施把城市劃分為不同系統(tǒng)。第二部分分析城市公益性基礎設施管理存在的問題及原因,橫向上從政府、企業(yè)和社會角度分析,縱向上從投資、建設、管理和維護出發(fā),深刻和全面的剖析問題所在。第三部分借鑒國外管理經(jīng)驗,對我國的啟示,使文章具有國際化視角,選取了英國、美國和日本的管理經(jīng)驗,并總結了值得我國借鑒的部分,指出了公益性基礎設施改革方向。第四部分是本文的重點,即城市公益性基礎設施管理的對策研究,也是本文力圖解決的問題。根據(jù)公益性基礎設施分類,側重不同的解決措施。在總結現(xiàn)狀及原因的基礎上,解決措施也分別按照政府、企業(yè)、體制機制和社會組織的角度出發(fā),并包含了基礎設施的投融資、建設、管理和維護各個階段。本文選取城市基礎設施中的公益性基礎設施,從定義出發(fā),對城市公益性基礎設施以不同的劃分標準進行分類,按照分類分析問題的解決措施,這是本文的創(chuàng)新之處。運用了系統(tǒng)研究法,從政府、企業(yè)和社會組織,規(guī)劃、建設、管理與維護的角度出發(fā),力求保持問題論述的邏輯性和全面性。通過對國外經(jīng)驗的分析,總結出公益性基礎設施發(fā)展的規(guī)律性,提升了本文的研究高度,使問題的研究更加深刻。城市公益性基礎設施是國民經(jīng)濟的組成部分,是地方政府管理的重要內容,是社會生活質量的衡量標準。城市化進程中城市人口的增加,出現(xiàn)了交通擁擠、環(huán)境破壞、衛(wèi)生臟亂、資源短缺等社會問題,城市公益性基礎設施強調了基礎設施的公益性,更加體現(xiàn)了公平、平等的理念。我們在重視發(fā)展城市公益性基礎設施的前提下,積極面對當前社會出現(xiàn)的沖突與矛盾,科學分析并勇于突破,才能促進城市的健康、快速和可持續(xù)發(fā)展。
[Abstract]:Infrastructure is a powerful guarantee of economic development, political stability, social progress and public life. It plays a basic role in social development. With the rapid development of the global urbanization, according to the law of S curve, the level of urbanization in China is in the stage of accelerated development, its development speed is steadily rising, and the urbanization has developed. In the course, the interaction between urban infrastructure and urban development, especially the development of urban public welfare infrastructure, embodies the concept of urban governance, the quality of life and the ability to accept. The urban public welfare infrastructure emphasizes public welfare and fairness. As a government led city management, it is a measure of the local government to govern the city. Standard. Due to the late start of urbanization and low level of economic development in China, in its development process, a series of contradictions between urban development and public welfare infrastructure have been encountered, and the economic development and municipal construction are not synchronized. This paper is also the background to analyze the problems and the original problems of urban public welfare infrastructure management in an all-round way. The research object is the urban public welfare infrastructure. In the research method, the paper uses the reading literature method, the qualitative analysis method, the case study method and the contrast research method. The thesis is divided into four parts. The first division defines the scope of the urban public welfare infrastructure, from the public objects. Products, public facilities and public infrastructure are extended to summarize the characteristics and classification of urban public welfare infrastructure. The classification of public welfare infrastructure is the innovation of this article. The system is used to divide the city into different systems according to the infrastructure. The second part analyses the management of urban public welfare infrastructure. The existing problems and reasons are analyzed horizontally from the perspective of government, enterprise and society, and the deep and comprehensive analysis of the problems in the longitudinal direction from investment, construction, management and maintenance. The third part draws lessons from foreign management experience, makes the article international and selects the management experience of the United Kingdom, the United States and Japan. The fourth part is the key point of this article, that is, the research on the Countermeasures of urban public welfare infrastructure management, which is also the problem that this article tries to solve. According to the classification of public welfare infrastructure, we focus on different solutions. On the basis of summarizing the current situation and the reasons, we can solve the problem. The measures are also based on the government, enterprise, institutional mechanism and social organization, and include the investment, financing, construction, management and maintenance of infrastructure. This article selects the public welfare infrastructure in the urban infrastructure, classifies the urban public welfare infrastructure by different criteria from the definition and according to the definition. This is the innovation of this paper. The system research method is used to keep the logic and comprehensiveness of the problem from the point of view of government, enterprise and social organization, planning, construction, management and maintenance. Through the analysis of foreign experience, the law of the development of public welfare infrastructure is summarized and promoted. The urban public welfare infrastructure is an important part of the national economy, the important content of the local government management, the measurement standard of the quality of social life, the increase of urban population in the process of urbanization, and the emergence of the society, such as traffic crowding, environmental damage, sanitary mess, shortage of resources and so on. The problem is that urban public welfare infrastructure emphasizes the public welfare of infrastructure and embodies the concept of equity and equality. Under the premise of developing urban public welfare infrastructure, we actively face the conflicts and contradictions in the current society, scientific analysis and the courage to break through, in order to promote the health, rapid and sustainable development of the city.
